Haryana news: In the Haryana Assembly, Congress MLA Hooda said “Acting Speaker” should be used instead of “pro tem Speaker.” CM Saini gave examples of the term’s usage during Hooda’s administration.
Bhupinder Singh Hooda, a Congress MLA, protested Friday against the Haryana Assembly’s adoption of the Acting Speaker position. “I’ve never heard of an acting speaker before,” Hooda said. The speaker has always been pro tem. Responding to his objection, CM Nayab Singh Saini cited instances from 2005 and 2009.
Hooda said, “I have been in the Assembly six times and in the Lok Sabha four times,” as he stepped up to address the Acting Speaker during the assembly session. I’ve never heard of an acting speaker until now. It has consistently been a professional speaker. It has always been a pro tem Speaker. This means you are temporary. You’re the Speaker for the day. This is an insult to the Speaker’s chair, and it should be corrected.”
In response to Hooda, CM Saini gave instances from Hooda’s own term, mentioning “Acting Speakers” who were chosen during the Congress administration. MLA Raghubir Kadian was sworn in as the Acting Speaker on March 10, 2005. This took place under your [Hooda’s] administration. The oath was taken on October 26, 2009, with Captain Ajay Singh acting as Acting Speaker. Saini remarked, “These examples are from your tenure, not mine.
Congressman Bharat Bhushan Batra responded to this by saying that any previous procedural errors should be fixed and not repeated. According to Hooda, if a phrase was used incorrectly in 2005 and 2009, it ought to have been identified at the time.
The Acting Speaker shared his own opinion during the debate. “Let it be changed if there is a legal problem with the terms Acting Speaker and Pro Tempore Speaker,” he stated. There is a permanent speaker for the full day, just like in the Lok Sabha, however an acting speaker might not be there all day.
Saini defused the situation, saying the terminology would be corrected in the records.
