In a landmark move to tackle illegal mining, the Punjab Cabinet, led by CM Bhagwan Singh Mann, has approved the enactment of the Punjab Regulation of Crusher Units Act 2025. The decision was taken during a Council of Ministers meeting held at the Chief Minister’s official residence.
The new legislation, set to be introduced in the ongoing state assembly session, aims to enhance regulatory oversight on Crusher Units and Screening Plants involved in sand and gravel processing. This will strengthen enforcement measures, curb unauthorized mining, and promote legal mining operations across Punjab.
Amendment to the Indian Stamp Act, 1899
In another pro-business decision, the Cabinet has approved amendments to the Indian Stamp Act, 1899, fostering a more business-friendly environment in Punjab. The amendment will reduce financial burdens on businesses by ensuring that if a loan with paid stamp duty is transferred to another bank or financial institution—without a change in the mortgaged property—no additional stamp duty will be imposed. However, if the new loan amount exceeds the previous one, duty will be charged only on the excess amount. This move is expected to lower transaction costs and support economic growth in the state.
