Under the leadership of CM Vishnu Deo Sai , Chhattisgarh has commenced a new chapter in rural development and social empowerment. Through an innovative campaign, *Mor Duwaar – Sai Sarkar*, the State Government is reaching out to poor, deprived, and homeless families, ensuring their rightful access to pucca houses under the Pradhan Mantri Awas Yojana (PMAY).
CM Vishnu Deo Sai launched this campaign from Ghatpadampur village during his recent visit to Jagdalpur. Effective implementation of Pradhan Mantri Awas Yojana is among the highest priority of the Chhattisgarh Government. This commitment was underlined by Chief Minister Shri Vishnu Deo Sai when he approved housing for 18 lakh families during the first Cabinet meeting, on the second day of assuming office. Through this campaign, the State Government is proving its dedication to the cause of providing pucca housing to every eligible family.
The ongoing rural housing revolution in Chhattisgarh has transformed the landscape of villages. Particularly in backward and impoverished settlements, dilapidated mud houses and huts supported by bamboo and straw are now being replaced by clean, sturdy concrete homes. From the plains to the remotest forest areas, there is hardly a village or hamlet where at least 8-10 pucca houses have not been recently constructed under the Pradhan Mantri Awas Yojana.
This initiative is not only providing shelter to millions of poor families but is also boosting employment, trade, and industries linked to construction materials such as cement, bricks, and steel. It represents a balanced model of public welfare and economic development.
The Government of India has set a target of constructing 11,50,315 rural houses for Chhattisgarh for the year 2024-25, out of which 9,41,595 houses have already been approved. During his visit to Chhattisgarh, Union Minister Shri Shivraj Singh Chouhan announced the approval of an additional 3 lakh houses, further expanding the scope of this historic rural housing initiative—the largest ever in the history of the state.
Under Pradhan Mantri Janman Yojana, State Government is also providing pucca housing benefits to the families belonging to particularly vulnerable tribal groups (PVTGs) such as the Baiga, Kamar, Pahadi Korwa, Abujhmadia, and Birhor communities. In the Kamar settlement of Dhansuli village in Mahasamund district, more than 15 Kamar families have been provided permanent housing under the PM Janman Yojana, bringing stability to their lives and facilitating access to other government welfare schemes.
Mor Duwaar – Sai Sarkar campaign is being implemented in three phases until 30 April, involving door-to-door surveys of eligible beneficiaries, public announcement of beneficiary lists in Gram Sabhas, ensuring 100% coverage of eligible families, and public recognition of survey personnel upon completion of the exercise. Chief Minister Shri Sai’s personal visits to villages, launching survey work and interacting with beneficiaries. In order to give this campaign the form of a mass movement, active participation of public representatives, social workers, and local artists has been ensured. Designated PM Awas Panchayat Ambassadors are also inspiring the public. The Home Portal ensures transparency and easy access to information.
In addition to the Pradhan Mantri Awas Yojana, the Chhattisgarh Government is also operating the Chief Minister’s Housing Scheme to provide pucca houses to needy families. Against the target of constructing 47,090 houses under this scheme, 38,632 houses have already been approved. Furthermore, as a special initiative of the State Government, 15,000 houses have been sanctioned for families of surrendered Naxalites and Naxal victims, with construction underway.
Under the PM Janman Yojana, out of the target of 42,326 houses for PVTG families, 27,778 houses have been approved so far, with 6,482 constructions already completed. Moreover, 477 houses have been completed under the Niyad-Nellanar Scheme.
The success of this endeavour was also reflected when, on the first day of Chaitra Navratri, Prime Minister Shri Narendra Modi facilitated housewarming ceremonies for 3 lakh beneficiaries from Bilaspur. It is notable that under the previous government, 18 lakh eligible beneficiaries were left without housing.
Mor Duwaar – Sai Sarkar mega campaign stands as a symbol of the Government’s sensitivity, transparency in governance, and unwavering commitment towards the people. This campaign is not merely about the success of a scheme but marks a crucial step towards building a strong, empowered, and developed Chhattisgarh.
