Minister Hardeep Mundian : Taking a major step toward promoting organized urban growth and bringing greater transparency to construction regulations, the Punjab government under Chief Minister S. Bhagwant Singh Mann has decided to introduce Unified Building Bylaws.
Speaking at a press conference at Punjab Bhawan, Housing and Urban Development Minister Hardeep Mundian stated that this move addresses a long-standing demand from city residents and other concerned parties. He mentioned that a draft of the new bylaws has been uploaded on the official websites — www.puda.gov.in and www.enaksha.lgpunjab.gov.in — to invite public feedback, with citizens given 30 days to submit their suggestions.

The Cabinet Minister said that the Mann government is seeking public participation in framing these bylaws to ensure modern, consistent, and forward-looking construction practices across urban areas. He emphasized that the rules are being designed with broad consultation and inputs from the public.
Minister Hardeep Mundian stressed that delivering transparent, accessible, and convenient services to the people is a key goal of the government. He pointed out that the existing building regulations in Punjab have long been complex and burdensome, creating challenges for citizens. By involving professionals such as developers, architects, and engineers in the process, the government aims to ensure that the bylaws are practical and inclusive.
With the implementation of these unified regulations, Punjab aims to become the first state to adopt simplified and transparent building rules that promote sustainable urban growth and a business-friendly environment.
Explaining further, Minister Hardeep Mundian said the bylaws are being standardized across all urban development authorities and municipal bodies in Punjab. The new regulations are designed to be clear, easy to understand, and simple to follow.
He highlighted that the updated bylaws significantly reduce bureaucratic hurdles, helping to improve ease of doing business. They also support sustainable development by encouraging eco-friendly building practices and designs that meet future needs.
Relaxations such as higher Floor Area Ratio (FAR) and Ground Coverage have also been proposed, particularly to incentivize developers to construct green buildings. These streamlined and investor-friendly measures are expected to attract more investment and drive economic growth in the state.
Minister Hardeep Mundian added that the consultation process will be entirely online, ensuring transparency and accountability in resolving public feedback. The new Unified Building Bylaws aim to support environmentally conscious urban planning while reducing the negative effects of urban expansion.
