During a meeting of the Panchayati Raj Department at the Secretariat on Thursday, Finance CM Pushkar directed the officials that the newly elected Gram Pradhans, Kshetra Panchayat members and Zila Panchayat members should be given training on modern technical, financial management and governance system. He said that all have to make concerted efforts towards fulfilling the resolve of Prime Minister Shri Narendra Modi to make India a developed nation by 2047. Development of the state and the country is possible only through the development of villages.
CM Pushkar directed for construction of ‘Integrated Panchayat Bhavans’ in the state. In these integrated panchayat buildings, arrangements will be made for Gram Panchayat Development Officer, Patwari, Asha etc. at one place. A roaster should also be made there for them to sit together. With this, people will get all the facilities at one place. The Chief Minister said that budget planning in Gram Panchayats, Kshetra Panchayats and District Panchayats should be further improved. It should be ensured that all gram panchayats are developed in a planned manner. The Chief Minister directed that the Panchayati Raj Department should also assess how much rural area would be converted into urban area in the next 15 years. This assessment will prove to be important towards the overall development of the state.
CM Pushkar said that a dialogue should be held with the villagers to celebrate the foundation day of the Gram Sabhas as a festival. Create a regular calendar for this. This foundation day can also be celebrated at village level fairs, get-togethers, birth anniversaries of enlightened people and other special days. The Chief Minister said that integrated and balanced development should be done in the area and district panchayat. It should be kept in mind that no area or person should be deprived of development schemes. The Chief Minister said that real time monitoring of all schemes should be done at the panchayat level. Egovernance should be promoted in panchayats. The works of all the panchayats should be audited and made available on the public portal. He said that the opinion and participation of the general public should be given priority in the development works. A definite time-bound framework of complaint registration and redressal should be worked out at each panchayat level.
