Haryana CM Saini reiterated in the Assembly that his government follows a strict zero-tolerance policy towards crime, a stance he first declared during his maiden cabinet meeting on October 18, 2024.
Haryana CM Saini said criminals in Haryana would either have to reform or face firm action, regardless of their social or political clout. “It is the rule of law that will prevail, not the status of criminals,” he asserted while replying to an adjournment motion on law and order.
The CM highlighted that major crimes have declined under his government due to uncompromising enforcement. FIR registration is now easier, police act without hesitation, and public trust in law enforcement has grown. In contrast, he said crimes against women, including rapes, had tripled during the Congress rule (2004–2014), when only one women’s police station was opened in a decade. Under the current government, 33 all-women police stations, helpline 1091 integrated with Dial-112, the Durga Shakti app, a rapid action force, and a dedicated women’s battalion have been introduced to ensure women’s safety.
Citing cases from Congress tenure such as the 2008 Rohtak police station rape and the 2012 Apna Ghar orphanage scandal, Saini accused the previous government of insensitivity and delay in justice. He contrasted this with the Yamunanagar case of September 2024, where a minor’s rapist was arrested within 24 hours and sentenced to death in just eight months—something, he claimed, Congress never achieved.
The CM informed the House that in 2014, Haryana recorded 1,106 murders compared to 965 in 2024, a 12% decline. Since January this year, Haryana Police have neutralized 13 dreaded criminals and injured 157 in 110 encounters. He said most cybercrimes originate outside the state, while stringent action has forced gangsters to flee abroad, with several being arrested overseas.
Warning against the glorification of criminals on social media, Saini said it damages society’s moral fabric and undermines police efforts. He urged the media not to promote gangsters’ names or images.
The CM concluded by affirming his unwavering commitment to ensuring every citizen’s safety and property, while also commending Assembly Speaker Harvinder Kalyan for maintaining order and dignity in the House proceedings despite opposition pressure.
