Haryana CM Nayab Singh Saini has allocated Rs 1,700 crore to various metropolitan development authorities and the Haryana Shahari Vikas Pradhikaran (HSVP) to boost urban development and accelerate infrastructure improvements across the state. The announcement, made during a press conference today, is a significant step toward enhancing the urban infrastructure in key cities like Gurugram, Faridabad, Sonipat, Panchkula, and Hisar.
Strategic Allocation for Urban Development
In his Budget Speech for the financial year 2025-26, CM Nayab Singh Saini revealed an allocation of Rs 3,000 crore from the External Development Charges (EDC) Fund, aimed at improving the urban infrastructure in Haryana’s major cities. Of the Rs 1,700 crore released today, the distribution includes:

Rs 700 crore for HSVP

Rs 700 crore for the Gurugram Metropolitan Development Authority (GMDA)

Rs 170 crore for the Faridabad Metropolitan Development Authority (FMDA)

Rs 30 crore for the Panchkula Metropolitan Development Authority (PMDA)

Rs 80 crore for the Sonipat Metropolitan Development Authority (SMDA)

Rs 20 crore for the Hisar Metropolitan Development Authority (HMDA)
These funds will be directed toward enhancing external development works and improving urban facilities in these growing metropolitan regions.

One-Time Settlement Scheme for Farmers
CM Nayab Singh Saini also introduced a One-Time Settlement (OTS) Scheme to help farmers clear overdue loans. Under the scheme, if farmers repay the principal amount of their loans, the interest will be completely waived. This initiative, which will be available until March 31, 2026, is designed to ease the financial burden on around 681,182 farmers and poor laborers across the state.
The total interest waiver provided under this scheme amounts to Rs 2,266 crore. This benefit is extended to farmers who took crop loans or shop loans that were overdue as of September 30, 2024. Moreover, the scheme will also cover the families of 2.25 lakh deceased farmers, with the legal heirs receiving an interest waiver of approximately Rs 900 crore upon settling the principal loan amount.
Crop Loss Compensation for Farmers
In addition to the loan waiver, CM Saini announced a compensation package of Rs 116.15 crore for 53,821 farmers who suffered crop losses due to heavy rains in August-September 2025. The compensation breakdown is as follows:

The state government had previously registered 5,29,199 farmers and 31 lakh acres of land on the e-Kshatipurti portal for crop damage caused by natural disasters during the 2025 Kharif season. After a verification process, damage was confirmed on 1,20,380 acres of land, benefiting 53,821 farmers.
