Haryana CM Nayab Singh Saini launches the ‘Kar Hiteshi’ app and online excise services to enable confidential GST reporting, boost transparency, and strengthen state revenue collection.
Chandigarh: Haryana Chief Minister Nayab Singh Saini on Friday launched a new mobile application and multiple online services of the Excise and Taxation Department, aimed at making departmental processes fully digital, improving transparency, and ensuring faster, time-bound service delivery to citizens.
‘Kar Hiteshi’ App for Confidential GST Reporting
The Chief Minister inaugurated the ‘Kar Hiteshi’ mobile app, developed to enable citizens to report GST-related irregularities in a simple and confidential manner. Through the app, users can upload photos, videos, or documents to flag issues such as fake billing, misuse of input tax credit, unregistered businesses, non-issuance of bills, and hidden transactions.
According to officials, the app ensures that the identity of informers remains protected, with details not disclosed to field officers. Based on the inputs received, authorities will carry out necessary investigations and take appropriate action. CM Saini said the initiative will encourage voluntary compliance and strengthen transparency in GST administration.

Six Excise Services Move Online
Along with the app, the Chief Minister also launched six online excise services related to permissions for ethanol, extra neutral alcohol (ENA), and denatured spirit. Businesses can now apply digitally for import and export approvals, track application status in real time, and download digitally signed permission letters.
CM Saini directed officials to bring remaining excise services, including brand label registration and licensing modules, online at the earliest to ensure a fully technology-driven system.
Strong Growth in GST Collection
During the review meeting, officials informed the Chief Minister that Haryana has recorded the highest growth of 21% in net SGST collection at the national level, compared to the national average of 6%.
The state’s net SGST collection in November 2025 stood at ₹3,835 crore, marking a 17% increase compared to the same month last year. Total GST collection till November in the current financial year reached ₹83,606 crore, which is 7% higher year-on-year and above the national average growth of 5.8%.
Improved National Ranking
Due to the strong revenue performance, Haryana’s national ranking has improved to fourth place. Officials also shared that the state has 6,03,389 GST-registered taxpayers, with an annual growth rate of 6.11% between 2018 and 2025.
The Chief Minister also reviewed the status of VAT and Central Sales Tax collections, emphasizing continued reforms and digitisation to strengthen revenue administration.
