Delhi government approves ₹44 crore to renovate long-vacant EWS flats built under JNNURM. DUSIB to refurbish housing units across Savda Ghevra, Sultanpuri, Dwarka and Jahangirpuri.

In a major step toward reviving stalled affordable housing projects, the Delhi Urban Shelter Improvement Board (DUSIB) has approved ₹44.24 crore for repairing thousands of Economically Weaker Section (EWS) flats that have remained unused for nearly a decade. Officials estimate that a total of around ₹80 crore will ultimately be required to make over 12,800 flats livable across different parts of the city.

Flats Built Under JNNURM to Be Repaired in Phases

The EWS housing units were constructed under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and are located in areas such as Savda Ghevra, Sultanpuri, Jahangirpuri, Dwarka Sector 16B, and Bhalswa. Due to delayed allotment and lack of maintenance, the flats suffered structural damage, theft, and deterioration over time.

Savda Ghevra Gets First Approval

As part of the first phase, the DUSIB board has sanctioned repairs for 2,416 flats in Savda Ghevra, North Delhi.

• ₹27.49 crore will be spent on civil repairs

• ₹3.15 crore allocated for electrical work

Officials said the refurbishment will be completed within six months, after which the flats will be handed over to eligible beneficiaries.

Additionally, ₹13.6 crore has been earmarked for the Delhi Jal Board (DJB) to carry out sewage treatment plant work in the area.

Sultanpuri, Dwarka and Jahangirpuri Next

A survey conducted by DUSIB revealed that 1,060 flats in Sultanpuri (C-Block) will need repairs worth approximately ₹14.79 crore. The government also plans to strengthen social infrastructure in the area by adding Arogya Mandir clinics, community halls, and schools.

In Dwarka Sector 16B, three housing clusters will require:

• ₹4.84 crore for 980 flats

• ₹7.33 crore for 736 flats

• ₹3.16 crore for 288 flats

Meanwhile, ₹7.88 crore will be spent on improving roads, parks, sewer lines, and pathways around 7,400 flats in Jahangirpuri.

Thousands of Flats Still Vacant

Between 2008 and 2016, DUSIB constructed 18,084 EWS flats across Delhi. However, only 2,122 units have been allotted so far, leaving nearly 15,900 flats unoccupied. Officials acknowledged that prolonged vacancy increased the risk of illegal occupation and further damage, making immediate intervention essential.

Political Push After Election Spotlight

The condition of abandoned EWS flats had emerged as a major issue during recent Delhi Assembly elections. Last week, Chief Minister Rekha Gupta inspected the Bhalswa EWS housing complex and directed officials to fast-track repairs and allotment of 7,400 flats that have remained vacant since 2016.

She emphasized that the government aims to provide permanent homes with basic civic facilities to all eligible slum-dwelling families and instructed departments to follow a strict, time-bound restoration plan.

Cabinet Minister Ashish Sood stated that the Bhalswa redevelopment model will act as a blueprint for reviving similar EWS housing projects across Delhi, with standardized construction practices and clear deadlines.

Focus on Affordable Housing Revival

With phased funding approvals and renewed administrative focus, the Delhi government hopes to finally unlock thousands of stalled homes meant for the city’s most vulnerable communities, ensuring the original goals of JNNURM are fulfilled.
