Delhi government allows families earning up to ₹1.20 lakh annually to apply for ration cards, expanding food security coverage and clearing pending applications.
In a major welfare move, the Delhi government has announced that families earning up to ₹1.20 lakh per year will now be eligible to apply for ration cards. The decision was approved during a recent cabinet meeting chaired by Chief Minister Rekha Gupta, aiming to strengthen food security for economically vulnerable households.
Addressing the media, CM Rekha Gupta said the revised income limit will allow thousands of families who were previously excluded to access subsidized food grains. She highlighted that the absence of clear eligibility rules had resulted in more than 3.89 lakh applications pending and over 11.65 lakh residents still waiting for food security benefits. The new system is expected to bring transparency and fairness in beneficiary selection.
Income Certificate Made Mandatory
Under the updated guidelines, applicants must submit an income certificate issued by the Revenue Department. However, certain households will remain ineligible even if their annual income is below ₹1.20 lakh. These include families:
-
Owning property in A to E category colonies in Delhi
-
Paying income tax
-
Owning a four-wheeler (except commercial vehicles used for livelihood)
-
Having a family member in government service
-
Using electricity connections exceeding 2 kilowatts
The Delhi Government clarified that these filters are designed to ensure that benefits reach only genuinely needy families.
District Committees to Oversee Applications
To streamline the process, district-level committees will be responsible for verifying, approving, and prioritizing applications. Each committee will be chaired by the District Magistrate (DM) or Additional District Magistrate (ADM), along with local MLAs and concerned officials.

A 20 percent waiting list will also be maintained to quickly fill vacancies as they arise, ensuring uninterrupted access to benefits for eligible families.
Pending Applications to Be Resolved Soon
The Chief Minister revealed that data verification under the food security system uncovered several discrepancies. Around 6.46 lakh beneficiaries were found to have income details that did not match eligibility norms. Additionally, nearly 95,682 beneficiaries were inactive for long periods, and 6,185 records were linked to deceased individuals.
With more than 3.89 lakh applications currently pending, the Delhi Government plans to resolve these cases swiftly using a transparent and need-based digital verification system.
The revised policy is expected to significantly improve access to essential food supplies for low-income families while reducing misuse and administrative delays.
