The Uttarakhand Cabinet, chaired by Chief Minister Pushkar Singh Dhami, approved several major initiatives across higher education, agriculture, urban development, and judicial reforms in its latest meeting at the Secretariat on Tuesday.
The Uttarakhand Cabinet meeting also discussed the upcoming state budget, which has been approved with a 10% increase compared to the previous year, likely totaling around ₹1.10 lakh crore. The Chief Minister has been authorized to make any necessary adjustments before presenting the final budget.

Higher Education Initiatives
Expansion of the Chief Minister Higher Education Research Incentive Scheme to include 21 privately aided colleges, encouraging research and innovation in line with National Education Policy 2020.
Approval of the Swami Vivekananda Uttarakhand e-Library Scheme for higher education institutions and interested departments. The digital platform will provide e-books, journals, newspapers, magazines, and research materials. Students will pay nominal fees based on their course type: ₹100 for BA/BSc/BCom, ₹250 for semi-professional courses (BEd/Law), and ₹500 for professional courses (Engineering/Medical/Agriculture).
Agriculture & Apiculture
Launch of the Advanced Apple Nursery Development Scheme 2026, aimed at boosting high-quality apple sapling production, promoting high-density nurseries, reducing import dependency, and generating employment in hilly areas. Government subsidies will range from 40% to 50% depending on the size of the nursery.
Implementation of the Bee-Keeping Policy 2026 to enhance apiculture, increase honey production, create new income sources for farmers, and establish Uttarakhand as a leading brand for high-quality honey products using Apis mellifera and Apis cerana species.
Judicial & Governance Reforms
Regularization of four special education teachers under secondary education in compliance with Supreme Court order dated March 7, 2025.
Establishment of three additional Fast Track Special Courts (FTSCs) in Dehradun, Kashipur, and Nainital to expedite trials under the POCSO and rape laws.
Creation of 14 new court manager positions for the Uttarakhand High Court and district courts.
Approval of the Uttarakhand Civil Code (Amendment) Bill, 2026, revising provisions to address practical challenges and clerical errors in the existing code.

Urban Development & Environment
Recruitment of 11 environmental engineers and hydrologists on a contractual basis across 11 municipal corporations for waste management and environmental compliance.
Endorsement of the Uttarakhand Treated Water Reuse Policy, 2026 and World Bank-supported Uttarakhand Clean Water Supply Program to improve public water management.
Women & Child Welfare
Enhancement of nutrition under Chief Minister Child Nutrition Campaign – Bal Palash Scheme for children aged 3-6 years in pre-registered schools.
Introduction of new nutrition supplements for pregnant and lactating women under Chief Minister Women Nutrition Scheme through anganwadi centers.
Industrial & Financial Reforms
Amendments to the Uttarakhand Shops and Establishments Act 2017 to improve working conditions, allow flexible timings, and encourage new business establishments.
Approval of the Uttarakhand Public Trust (Substantive Amendments) Bill 2026 to simplify compliance and remove obsolete provisions.
Relocation of the Public Enterprises Bureau under the Finance Department to improve industrial development coordination.
