CM Yogi directs UP Startup Policy 2026 to turn youth into job creators, boost innovation, investment, and startup ecosystem in Uttar Pradesh.
Uttar Pradesh Chief Minister Yogi Adityanath has directed officials to design a transformative UP Startup Policy 2026 aimed at turning young people from job seekers into job creators. The Chief Minister emphasized that the core vision of the UP Startup Policy 2026 should be to build a strong innovation-driven ecosystem across the state.
During a high-level review meeting of the proposed framework, he said the UP Startup Policy 2026 must position Uttar Pradesh as a leading startup destination in India by promoting innovation, investment, and entrepreneurship at every level.
Strong Push for Startup Ecosystem Under UP Startup Policy 2026
CM Yogi stated that the Policy 2026 should provide end-to-end support to startups—from early-stage incubation to global expansion. He instructed that financial assistance mechanisms such as maintenance allowance, prototype grants, seed capital support, and incentives for patent filing must be strengthened under the Policy 2026.
He added that startups in the state should receive structured support to compete at national and international levels through improved access to funding, mentorship, and industry collaboration under the Policy 2026.
Inclusive Growth Vision in UP Startup Policy 2026
The Chief Minister highlighted that the UP Startup Policy 2026 must ensure inclusive growth by encouraging participation from women entrepreneurs, economically weaker sections, persons with disabilities, transgender entrepreneurs, and regions like Purvanchal and Bundelkhand.
According to him, the UP Startup Policy 2026 should not remain limited to urban hubs but must extend opportunities to rural and underdeveloped areas to ensure balanced regional growth.

Focus on Deep Tech and Emerging Technologies
A major highlight of the UP Startup Policy 2026 is its emphasis on advanced technologies. CM Yogi stressed that Uttar Pradesh must take a leading role in sectors such as Artificial Intelligence, Machine Learning, Quantum Technology, Robotics, Semiconductors, Aerospace, Space Technology, and HealthTech.
The UP Startup Policy 2026 will also focus on strengthening research-based innovation and encouraging deep-tech startups to scale up with government support.
Strengthening Institutions and Industry Linkages
Under the Policy 2026, the state government plans to increase the number of Centers of Excellence and align them with future-ready technologies. The Chief Minister also called for stronger collaboration between universities, technical institutions, research centers, and industry partners.
He emphasized that the Policy 2026 should ensure that innovations move smoothly from laboratories to the market through effective industry integration.
Lucknow and Noida to Become Deep-Tech Hubs
The proposed U-Hubs in Lucknow and Noida are expected to be developed as major centers for deep-tech innovation under the Policy. The Chief Minister said that these hubs must operate in a professional, transparent, and accountable manner to build a strong and inclusive startup ecosystem.
Officials informed the Chief Minister that Uttar Pradesh has already made significant progress in strengthening its startup ecosystem over recent years, and the Startup Policy will further accelerate this growth.
