CAG audit exposes major irregularities in the PM Skill Development Scheme, with AAP leader Sagar Rabari alleging fake bank accounts, misuse of funds, and large-scale corruption under the BJP government.
Sagar Rabari: The Prime Minister’s Skill Development Scheme (PMKVY) has come under sharp criticism after the Comptroller and Auditor General (CAG) audit report revealed serious financial irregularities worth crores of rupees. Raising the issue, Aam Aadmi Party (AAP) Gujarat State General Secretary Sagar Rabari alleged that the scheme, meant to empower youth with skills and employment opportunities, has instead become a channel for large-scale corruption.
Addressing the media, Sagar Rabari said that while the BJP government frequently announces public welfare schemes, their benefits rarely reach common citizens. “Most government schemes are designed to benefit BJP leaders, middlemen, contractors, and party workers rather than the poor and middle class,” he claimed. According to Rabari, the truth behind such schemes eventually surfaces, and the PM Skill Development Scheme is a prime example.
Shocking Findings in CAG Audit
Rabari stated that the CAG report, tabled in Parliament during the final days of the recent Winter Session, exposed alarming discrepancies. “The report was presented at the last moment when MPs were preparing to leave, which clearly indicates an attempt to downplay the seriousness of the findings,” he alleged.

Citing the audit report, Rabari highlighted that bank account numbers under the scheme were required to be 11 digits long. However, auditors found several accounts recorded with a dummy number such as 11111111111, indicating fake or invalid banking details. “This is similar to how bogus house numbers were once entered as ‘0’ in voter lists,” he remarked.
Fake Accounts and Repeated Beneficiaries
The AAP leader further alleged that identical photographs of beneficiaries were used multiple times, closed or non-functional skill centers were shown as operational, and forged bank account details were uploaded to siphon off funds. “Through these fake accounts and fabricated data, crores of rupees meant for skill development were illegally withdrawn,” Rabari said.
He added that the money collected through GST from ordinary citizens—especially the poor and middle class—was being misused. “Instead of contributing to nation-building, taxpayers’ hard-earned money is ending up in the pockets of BJP leaders, brokers, and contractors linked to the ruling establishment,” he alleged.
Demand for Accountability
Sagar Rabari demanded a transparent investigation into the scam and strict action against those responsible. He asserted that such revelations expose the gap between government claims and ground reality, and vowed that AAP would continue to raise public-interest issues and seek accountability from the ruling party.
The allegations have intensified political debate around the PM Skill Development Scheme, with opposition parties demanding answers from the central government over the implementation and monitoring of one of its flagship programs.
