Bihar Cabinet announces creation of 1 crore jobs for youth in five years, launches Defence Corridor, AI Mission, semiconductor park, and greenfield township projects to boost employment and industrial growth.
The newly formed Bihar Cabinet convened its first meeting on Tuesday, November 25, 2025, and announced a landmark plan to create one crore jobs for the state’s youth over the next five years.
Chief Minister Nitish Kumar chaired the meeting, while Bihar Chief Secretary Pratyay Amrit highlighted the Cabinet’s focus on employment generation and industrial development. “Bihar will be developed as a back-end hub and global workplace over the next five years,” he said, emphasizing the state’s ambitious roadmap for economic growth.
Major Industrial and Infrastructure Projects
The Cabinet approved several key projects to transform Bihar into a technology and industrial hub, including:
- A Defence Corridor
- Semiconductor manufacturing park
- Global Capacity Centres
- Mega Tech City
- Fitness City
Dedicated committees have been formed to monitor the implementation of these initiatives and ensure job creation across industries.

Focus on Start-Ups and Artificial Intelligence
To promote entrepreneurship and start-up culture, a committee for employment-oriented start-up initiatives will be established, aiming to provide livelihood opportunities for young talent. Additionally, the Cabinet approved an Artificial Intelligence Mission to position Bihar as a leading state in the AI sector.
Greenfield Township and Sugar Mill Revivals
The government announced greenfield township projects in eleven cities, including nine divisional towns, Sonepur, and Sitamarhi. Plans also include reopening nine closed sugar mills and establishing 25 new ones to boost employment and local industry.
With these measures, Bihar is positioning itself as a major employment and industrial hub in eastern India, combining technology, infrastructure, and sustainable growth initiatives.
