Targeting Employment for Bihar’s Youth
Chief Minister Nitish Kumar emphasized the government’s focus on creating job opportunities for Bihar’s youth, setting an ambitious goal to provide employment to 10 million young people over the next five years. Speaking about the initiative, he said, “Since the formation of the new government in 2005, we have prioritized government jobs and employment for the youth to empower them.”
This latest development comes ahead of Bihar’s upcoming assembly elections, where employment remains a central issue. The scheme aims to equip unemployed graduates with the financial backing to prepare for competitive exams and vocational training, increasing their chances of securing meaningful employment in government and private sectors.
Who Is Eligible?
The revised CM Self-Help Allowance Scheme targets unemployed graduates aged between 20 and 25 years who fulfill the following criteria:
Graduated in Arts, Science, or Commerce
Currently not enrolled in any educational course
Not self-employed
Not employed in government, private, or non-governmental sectors
These graduates will receive a monthly allowance of ₹1,000 for a maximum period of two years, providing financial relief as they work toward career advancement.

While the Bihar government has yet to release detailed guidelines on the updated application process, eligible candidates can anticipate applying through the official portal of the 7 Nischay program.
