Chhattisgarh is emerging as a leading hub for digital infrastructure and cybersecurity, gaining national recognition at the recently held India Mobile Congress (IMC) 2025 in New Delhi. Under the leadership of Chief Minister Vishnu Dev Sai, the state showcased its advancements in establishing state-of-the-art facilities like the State Data Center and the Managed Security Operation Center (MSOC), reinforcing its position as an upcoming powerhouse in India’s digital ecosystem.
Finance Minister O.P. Chaudhary represented Chhattisgarh at the IT Ministers’ roundtable conference during the event, emphasizing the state’s strategic advantages such as favorable geographic location, surplus power availability, Seismic Zone-II classification, and investor-friendly policies. These factors collectively position Chhattisgarh as an attractive destination for data center investments.
Cooperative Federalism Driving Telecommunication Growth
Highlighting collaborative efforts between the central and state governments, Finance Minister Chaudhary described the ongoing initiatives to expand telecom infrastructure as a prime example of cooperative federalism. The minister stressed the need for enhanced mobile network coverage, particularly in remote and security-sensitive areas, to unlock further investment and technological growth in the IT sector.
At the conference chaired by Union Communications Minister Jyotiraditya Scindia, Chaudhary presented a compelling case for expanding mobile towers and high-speed internet across Chhattisgarh. He invited other states to explore establishing disaster recovery and data center sites in Chhattisgarh, citing the state’s low seismic risk and robust infrastructure.
Prioritizing Connectivity in Left-Wing Extremism Affected Areas
Chaudhary underscored the government’s commitment to extend telecom access in Left-Wing Extremism (LWE) affected regions by installing approximately 1,600 towers in low-density and security-sensitive districts. He appealed for special category status to support network expansion plans, including LWE Phase-I & II, Aspirational Districts, and 4G saturation projects to enhance connectivity and digital inclusion.

Focus on Innovative Projects and ‘Dharti Aba’ Scheme
Emphasizing future-oriented digital strategies, the Finance Minister highlighted the ‘Dharti Aba’ scheme, advocating for additional tower approvals and tailored state-specific initiatives. Recognizing the challenges of connectivity in remote forest areas, he called for approvals on satellite-based connectivity projects to bridge digital gaps effectively.
Major Investments and Data Center Developments
Under the Digital India initiative, Chhattisgarh has submitted a ₹3,761.15 crore proposal for the BharatNet Phase-III project, aiming to provide optical fiber high-speed internet connectivity to 5,659 Gram Panchayats. This infrastructure boost will facilitate access to telemedicine, e-governance, and digital payments, aligning with Prime Minister Narendra Modi’s vision for a digitally empowered India.
In Raipur, the state recently launched India’s first AI-optimized Data Center Park by Rank Bank Data Centers, with an initial investment of ₹1,000 crore expected to scale up to ₹3,000 crore over five years. Spanning 13.5 acres with 80 MW capacity and 100,000 GPUs, the facility will generate over 500 highly skilled jobs. Additionally, ESDS Software Solutions has proposed a ₹600 crore AI-based data center, further reinforcing Raipur’s position as a digital infrastructure hub.
Finance Minister O.P. Chaudhary extended a warm invitation to central government bodies, public enterprises, and other states to establish disaster recovery data centers in Chhattisgarh. The state government is fully committed to providing comprehensive support and streamlined services through a single-window system for all data center investors.
