Chief Minister Dr. Mohan Yadav stated that under the leadership of Prime Minister Shri Narendra Modi, India has not only made historic progress in domestic development but has also gained a decisive and respected voice on the global stage. Referring to Operation Sindoor, Dr. Yadav said it symbolizes that India is now willing to go to any extent to ensure the safety, dignity, and honour of its citizens. “PM Modi has instilled the confidence that wherever an Indian may be in the world, the Government of India stands as their shield,” he said.
CM Dr. Yadav was speaking at the 25th meeting of the Central Zonal Council held in Varanasi on Tuesday, chaired by Union Home & Cooperation Minister Shri Amit Shah. The meeting was also attended by Uttar Pradesh CM Shri Yogi Adityanath, Uttarakhand CM Shri Pushkar Singh Dhami and Chhattisgarh CM Shri Vishnudev Sai along with Chief Secretaries and senior officials from the Centre and participating states.“Viksit Bharat 2047”
Chief Minister Dr. Yadav emphasised that as India advances toward the vision of , the role of states is vital. Institutional platforms like NITI Aayog, the Chief Ministers’ Council and Zonal Councils are not just mechanisms for dialogue but have evolved into platforms for solutions. “We have learned that ideologies may differ, but the nation’s future is shared. Perspectives may vary, but the goal must be one — a strong, inclusive, and self-reliant India”. He described the Zonal Council as more than an administrative platform — it is a living example of cooperative federalism. Prime Minister Modi has always emphasized that India’s strength lies in its diversity, but its pace and progress depends on the spirit of ‘Team India’.
Chief Minister Dr. Mohan Yadav highlighted the significance of holding the meeting in Varanasi, the sacred land of Baba Vishwanath. “It is our fortune to gather on the holy soil of Uttar Pradesh — land of Shri Ram, Shri Krishna, and Bhagwan Shiva.” He added that the federal structure of India is brought to life not just by constitutional provisions but through sensitive leadership and collective resolve. He emphasised that in recent years, whether in disaster response, internal security or infrastructure development, India’s progress has doubled when states work together. PM Modi’s efforts — regular CM interactions, central-state coordination mechanisms and investment summits have strengthened federalism. “The notion that states and the Centre are rivals has changednow we are partners”, CM Dr. Yadav stated.
Chief Minister Dr. Yadav urged an increase in the per-family ceiling amount under Ayushman Bharat – PM Jan Arogya Yojana, which has remained Rs. 1,052 since 2018. He called for an integrated portal to track child health parameters, as current data remains fragmented across departments.
Highlighted the Achievements of the State Government
CM Dr. Yadav informed the Council about several key state initiatives. He informed 5 lakh employees will benefit from the newly approved Madhya Pradesh Public Service Promotion Rules 2025, ending a 9-year halt on promotions. Vacancies created through promotions will be filled via direct recruitment of 2 lakh positions. Under the Metropolitan Region Planning and Development Act 2025, cities like Indore, Ujjain, Bhopal, Jabalpur and Gwalior will be developed as metro clusters. Madhya Pradesh now has 17 government medical colleges. New ones are planned for Singrauli and Sheopur and six more in the next two years. MedCity work has started in Ujjain. Under PPP mode, 12 new medical colleges are being established, and four have already been awarded.
CM Dr. Yadav said the state is actively working to reduce infant and maternal mortality rates through interdepartmental task forces. Through Mission Vatsalya and Poshan 2.0, over 12.51 lakh children have been lifted out of malnutrition. Under the e-Panchayat project, services like birth/death certificates, marriage registration, construction permits and MNREGA records are now available at the village level. The Sampada 2.0 portal has streamlined property registrations, making transactions easier and more transparent.
Madhya Pradesh is striving to become the . A pact between the National Dairy Development Board and MP Milk Federation will strengthen the dairy network and the Sanchi brand. The goal is to set up primary dairy cooperative societies in 50% of villages and increase milk collection from 10 to 50 lakh litres per day. To fast-track justice in sensitive cases involving children, Fast-Track Special Courts have been established. In 2025, the charge-sheeting rate in POCSO cases was 70.87%, and 61.38% in FIR disposals. Despite progress, pending cases remain high. The government is working to enhance court performance, increase resources and ensure regular monitoring. Jal Ganga Samvardhan Abhiyan has been successfully implemented to conserve rainwater and rejuvenate water bodies from March 30 to June 30. It led to the construction and restoration of numerous water structures and beautification of river origins with wide public participation. Khandwa district ranked first nationally in this effort.
CM Dr. Yadav also announced a massive tree plantation drive to follow the water conservation campaign in the coming months.
