Chief Minister Pushkar Singh Dhami has directed that all permanent nature works related to the Haridwar Kumbh Mela 2027 must be completed by October 2026.
Chief Minister Pushkar emphasized that preparations should be executed on time, works must be prioritized, and all departments should work in close coordination.
Chairing a high-level meeting at the Secretariat on Wednesday regarding the preparations, the CM said that organizing a “divine and grand” Kumbh is a top priority for the state government. He instructed that all works be carried out in line with the extended area and master plan, which must clearly identify sectors, roads, parking areas, ghats, and camp sites. New ghats should be constructed, Kangra Ghat expanded, and existing ghats renovated to manage the crowd effectively. Encroachments on government land and roads should be strictly removed.
He directed that projects under the Haridwar Ganga Corridor by UIIDB be prioritized, and the under-construction Bahadrabad–Shyampur bypass be completed soon to maximize its benefit during Kumbh. Special tent sites should be prepared in Shyampur, Gaindikhata, and Chandighat. Strong traffic and parking arrangements, including diversion plans, shuttle services, and repair of internal roads, must be ensured. Strengthening of the pedestrian paths to Mansa Devi and Chandi Devi temples was also stressed.
The CM instructed the adoption of a Zero Waste Concept, with robust solid waste management, recycling systems, dustbins, mobile toilets, as well as adequate pink toilets and changing rooms for women. Round-the-clock cleaning at ghats and along the Ganga banks must be maintained, and proper seating and arrangements for Aarti at Har Ki Pauri ensured.
For safety, every ghat must have lifeguards, safety ropes, and motorboats. He emphasized that devotees should carry back a positive experience of Uttarakhand, for which staff must be trained in courteous behavior in advance.
The CM also directed strengthening of health facilities, including temporary hospitals, ambulances, and mobile medical teams. IT and digital services should be widely used—mobile apps, helplines, and information centers must provide real-time updates to pilgrims. The Chief Secretary was instructed to review the progress of preparations every 15 days.
The meeting was attended by MLAs Madan Kaushik, Premchand Aggarwal, Adesh Chauhan, Renu Bisht, Ravi Bahadur, Anupama Rawat, Chief Secretary Anand Bardhan, DGP Deepak Sethi, senior secretaries, district magistrates, police officials, and Mela Officer Sonika. Garhwal Commissioner Vinay Shankar Pandey and IG Rajeev Swaroop joined virtually.
