Punjab CM Bhagwant Singh Mann on Friday reiterated the state government’s strong resolve to promote and safeguard the legacy of rural sports across Punjab.
Speaking during discussions on the Prevention of Cruelty to Animals (Punjab Amendment) Bill 2025—which was unanimously passed in the Assembly—CM Bhagwant Singh Mann emphasized that rural games are a vital part of Punjab’s rich cultural heritage. He noted that the bill is designed to encourage traditional sports, especially bullock cart races and similar events that have historically been held throughout the state. He added that cattle have always played a crucial role in Punjab’s agrarian lifestyle, with farmers treating them like family members.
CM Bhagwant Singh Mann highlighted the global recognition of events like the Kila Raipur bullock cart race, underscoring the importance of preserving such traditions. He said the new legislation will help promote these rural games in a manner that ensures animal welfare. No cruelty towards animals will be tolerated, he stressed.
CM Bhagwant Singh Mann explained that the bill’s core objective is to enforce safety protocols for animals involved in sports. It includes provisions for veterinary oversight, safety regulations, proper registration and documentation, and penalties for any violations. He also expressed hope that the bill would contribute to conserving indigenous cattle breeds while reviving traditional village sports.
Additionally, CM Bhagwant Singh Mann announced that the state government will take up the issue of stray animals with the Union government, pointing out the serious threat they pose to public safety and property.
