In a significant breakthrough in the ongoing fight against terrorism, initiated under the leadership of CM Bhagwant Singh Mann, Punjab Police’s persistent efforts have led to the arrest of Harpreet Singh alias Happy Passia in Sacramento, USA. Happy Passia is a key operative of the Pakistan-ISI supported Babbar Khalsa International (BKI) and a close aide of Pakistan-based terrorist Harvinder Rinda.
Director General of Police (DGP) Punjab, Gaurav Yadav, announced this development on Friday, calling it a major milestone in the crackdown on ISI-backed terror networks. He credited strong international cooperation between the United States and India for the success, noting that Punjab Police had been consistently sharing intelligence with central agencies.
According to the information, the FBI and US Immigration and Customs Enforcement (ICE) apprehended Happy Passia in Sacramento, California, on April 17, 2025.
DGP Yadav revealed that Passia, a resident of Passia village in Amritsar, began his criminal journey with gangster Jaggu Bhagwanpuria and his US-based associates Darman Kahlon and Amrit Bal. He later became an important operative under Pakistan-based terrorist Harvinder Rinda, working under the guidance of Pakistan’s ISI.
Passia reportedly played a key role in managing ISI-sponsored terror modules in Punjab, coordinating targeted killings, grenade attacks on police targets, and widespread extortion from 2023 to 2025. Investigations show his direct involvement in most terror activities in the state post-September 2024. Operating from the US, he allegedly recruited drug-affected youth by luring them with money and narcotics.
DGP Yadav stated that Punjab Police had carefully tracked and dismantled all modules linked to Passia and had submitted a detailed dossier on his actions to central and US authorities, which ultimately led to his arrest. Efforts are now underway to initiate his extradition to India.
Reaffirming Punjab Police’s commitment to public safety, DGP Yadav said this arrest proves that crime has consequences and every criminal will eventually have to face justice.
