CM Bhajanlal Sharma: Double engine government accelerated the pace of development.
Replying to the debate on the Governor’s address in the Assembly, CM Bhajanlal Sharma said that the main goal of his government is to make the state prosperous and developed by taking the public interest schemes to the last person of the society. The state government is committed to uplift the poor, youth, farmers, women and all deprived sections. He informed that the work is being done keeping in mind Prime Minister Shri Narendra Modi’s vision of “Developed India 2047.”
PM extends period of JJM till March 2028
CM Bhajanlal Sharma said that during the tenure of the previous government, the progress of Jal Jeevan Mission (JJM) was very slow, due to which the state was at the last position in the implementation of the scheme across the country. Had the scheme ended in March 2025, lakhs of families would have been deprived of its benefits. In view of this situation, Prime Minister Shri Narendra Modi has extended the period of JJM till March 2028 in the Union Budget. This is the result of the effective policies of the double engine government.
CM Bhajanlal Sharma alleged that corruption and scams took place in the Jal Jeevan Mission during the previous government, which is being investigated by the present government. The tender issued under the earlier scheme had exorbitant premium rates, which have now been controlled. Similarly, a premium of over Rs 450 crore was earlier being charged by the Cooperation Department for accident and life insurance, which has now been reduced to Rs 269 crore.
State’s share in central taxes increased
CM Bhajanlal Sharma said that additional loan assistance is being given to the states for capital investment and improvement in the energy sector. Under the Fifteenth Finance Commission, the Central Government has approved these provisions for the coming year, which will give the state an amount of more than 18 thousand crore rupees. Also, the state’s share in central taxes has been increased from Rs 75,156 crore to Rs 85,716 crore, an increase of 14%.
Union Budget 2025-26: Historic announcements and big steps towards Aatmanirbhar Bharat
CM Bhajanlal Sharma said that historic announcements have been made in the General Budget 2025-26 presented by the Central Government, which is another important step in the direction of Atmanirbhar Bharat. He expressed confidence that India will soon become the third largest economy in the world. Under this budget, the middle class and employed people with an annual income of up to Rs 12 lakh in Rajasthan will get full exemption in income tax, which will increase their purchasing power and strengthen the economy.
Giving relief to more than 77 lakh farmers and annadatas, the limit of Kisan Credit Card (KCC) has been increased from Rs 3 lakh to Rs 5 lakh. Also, it has been decided to register 6 lakh gig workers in the state and connect them with the PM Jan Arogya Yojana. In addition, to provide relief to the general public, farmers, investors and entrepreneurs, the Reserve Bank of India (RBI) has reduced the repo rate by 0.25 percent.
Kisan Samman Nidhi increased to Rs 8,000
CM Bhajanlal Sharma said that the previous government had promised complete loan waiver to the farmers within 10 days, but it remained a hollow announcement. On the contrary, the present Government in its very first year has presented a concrete action plan for the development of the State. He said that since he himself comes from a farmer’s family, he understands the problems and needs of farmers very well. Under the “Aapno Agrani Rajasthan Sankalp Patra,” the Kisan Samman Nidhi was promised to be doubled, and in the first phase, it has been increased from Rs 6,000 to Rs 8,000.
Incomplete implementation of the previous government’s announcements
CM Bhajanlal Sharma said that out of the total 4148 announcements made by the previous government, about 1921 could not be fulfilled. Apart from this, work on many schemes worth more than 50 thousand crore rupees has not even started. Keeping the public interest in mind, the present government in the first budget decided the action plan for five years and made more than 1000 new announcements. So far, 1272 announcements have been made in the accounting and revised budget, out of which 297 have been completed, while work on 488 announcements is in progress after receiving administrative and financial approval.
Quick assistance to the poor and farmers
CM Bhajan Lal Sharma said that in the last year of the previous government, only 4232 scooties were distributed, while the current government distributed 24,517 scooties in its first year. Similarly, no tablets were distributed during the tenure of the previous government, while the present government provided 88,800 tablets to students. To promote solar energy, the present government installed 28,884 solar pumps as compared to 1200 solar pumps of the previous government. Making significant improvements in the irrigation sector, the government has connected 22,000 hectares of land to the canal system in a year, which was only 12,492 hectares in the last year of the previous government. The assistance for Gaushalas has also been increased to Rs 1148 crore from Rs 733 crore earlier.
Widening the health facilities, the government implemented the ‘Mukhyamantri Ayushman Arogya Yojana (Mother Scheme)’ by including the treatment of serious diseases like cancer and newborns. In addition, ‘Mukhyamantri Mangala Pashu Bima Yojana’ was launched by including small animals in the insurance coverage.
Extension of Ramjal Setu Link Project
CM Bhajanlal Sharma alleged that the ERCP project was kept in abeyance during the previous government. The present government has decided to expand the scheme and implement it as’ Ramjal Setu Link Project ‘. The Prime Minister inaugurated the incomplete work of Navnera Barrage. During the ‘Ram Setu Jal Sankalp Kalash Karyakram’ held in Jaipur, an agreement was reached on this project, under which the proposed water storage capacity has been increased from 3510 MCM to 4102 MCM.
An agreement has been reached with the Government of India to include this scheme in the National Perspective Plan. Work orders worth Rs 9416 crore have been issued for the implementation of the project. Also, tenders for five other important works costing Rs 12,064 crore have also been floated.
Yamuna water reaches Shekhawati
CM Bhajanlal Sharma announced that surplus water of Yamuna would be brought to provide drinking water to the people of Churu, Sikar and Jhunjhunu districts and to ensure irrigation of 1.05 lakh hectares of land. Under this scheme, the Shekhawati region will receive 1917 cusecs of water. He informed that Rs 19,136 crore will be spent on this ambitious project so that this dream of the residents of Shekhawati can come true.
Coal supply affected by previous governments policies
CM Bhajan Lal Sharma alleged that due to the mismanagement of the previous government, the supply of coal had stopped from September 2023. His government has resolved this crisis by restoring the supply of 40,000 metric tonnes of coal per day from January 2024. He also informed that due to the wrong decisions of the previous government, coal was not available from Parsa coal block, but with the efforts of the present government, now 8,000 metric tonnes of coal will be available. Moreover, the previous government increased only 543 MW power generation capacity in its last year, while the present government has increased power generation by more than 2100 MW in a single year.
The recruitment process is transparent.
CM Bhajanlal Sharma said that the government has laid emphasis on making the recruitment processes regular and transparent to restore confidence among the youth. Initiatives like timely conduct of examinations, prompt placement of successful candidates and use of biometric system have been taken. The validity period of CET has been extended and provision of cutoff marks has been made so that the recruitment process is fair. He said that during the tenure of the previous government, the paper leak mafia was active, due to which the future of thousands of youth went into darkness. There were incidents of paper leaks in every recruitment exam. To eliminate this problem, the present government formed SIT and so far 264 criminals have been arrested.
4 lakh government jobs in 5 years.
Chief Minister Bhajan Lal Sharma said that the government has set a target of providing 4 lakh government jobs in five years in its budget. In the first year itself, 59,236 posts have been filled which include 19,033 teachers, 22,310 paramedical personnel, 4,748 junior accountants, 2,563 forest personnel and more than 3,100 police constables. Apart from this, the recruitment process is underway for 1,72,990 posts, out of which the calendar of recruitment examinations for 81,000 posts has been released.
A pledge to build a $350 billion economy
CM Bhajanlal Sharma said that the government is committed to take the state’s economy to $350 billion. ‘Rising Rajasthan ‘was organized to give impetus to industrial development, which gave a boost to investment. More than 10 policies including MSME, Export, Textile Industry were implemented which boosted the confidence of investors in the State. MoUs worth Rs 35 lakh crore have been signed so far. These agreements are being continuously reviewed for implementation, and projects worth more than Rs 10,000 crore have been initiated so far.
Refinery to be commissioned in 2025
CM Bhajanlal Sharma said that the previous government had left liabilities of Rs 2,180 crore to the State Finance Commission, but the present government not only settled it, but also released payments of more than Rs 4,000 crore to the Panchayati Raj institutions. He also pointed out that the refinery project was stuck for five years due to the negligence of the previous government. The present Government has accorded priority to this project and the refinery will be commissioned by 2025.
Law and order a priority
CM Bhajanlal Sharma said the law and order situation in the state had deteriorated during the tenure of the previous government. The present government has formed an ‘Anti-Gangster Task Force’ to curb organised crimes. Strict measures have also been taken to prevent cybercrimes. 250 ‘Kalika Patrolling Units’ have been deployed to ensure safety of women and 19 new police stations have been set up for effective policing. As a result of these efforts, crimes against women have come down by 10.61 per cent.
Mahatma Gandhi English Medium Schools lack basic facilities
CM Bhajanlal Sharma said that in the name of Mahatma Gandhi English Medium School Scheme, the previous government had cheated the students. In these schools, neither English medium teachers were appointed nor necessary infrastructure facilities were provided. Under the Vidya Sambal Yojana, 2,783 guest faculties were appointed to teach in colleges in 2024-25, compared to only 1,571 during the previous government. Keeping in mind the bright future of the students, the present government will provide all the necessary resources so that quality education can be imparted in both Hindi and English medium. Also, necessary reforms will be implemented under the new education policy.
Former government responsible for promoting illegal mining of gravel
CM Bhajanlal Sharma alleged that due to wrong decisions of the previous government, new mining leases of gravel could not be issued on time, which encouraged illegal mining. To solve this problem, the present government implemented the new M-Sand policy, which reduced the river’s dependence on gravel. Strict action was taken on illegal mining, transportation and storage, as a result of which the state became a leader in the mining sector. So far, 48 major mineral blocks, 607 minor mineral blocks and 101 gravel blocks have been successfully auctioned. Revenue from the mineral sector has registered a growth of 23%.
New districts and divisions created in haste
CM Bhajanlal Sharma said the previous government created new districts and divisions in a hurry without proper study. Even the three districts were announced just before the code of conduct came into force. He pointed out that in 1956, there were 26 districts in Rajasthan, and in 67 years, only 7 new districts were created. But the previous government decided to create 17 new districts in the last year of its tenure without any concrete plan. The present government has done proper testing on the basis of all parameters while reorganizing the districts and divisions.
The government is committed to providing relief to every section of society.
Chief Minister Bhajan Lal Sharma said that the state government is working with full commitment to provide relief to all sections. The social security pension has been increased from Rs 1,000 to Rs 1,150. Apart from this, the pension amount left outstanding by the previous government has also been paid. The Chief Minister informed that the pension up to December 2024 has been paid, and a total pension amount of Rs 10,552 crore has been disbursed in the financial year 2024-25 from April 2024 to January 2025.
