As per the directions issued by CM Dhami, the Revenue Council will undertake a phased survey of agricultural land across the state over a five-year period. To implement this initiative efficiently, the newly formed committee will prepare an extensive plan outlining the procedure and guidelines required for the land settlement process.

The Chief Minister Dhami had made this announcement during the Silver Jubilee celebrations of Uttarakhand’s statehood, emphasizing the need for updating and standardizing agricultural land records. In line with this vision, the upcoming SOP will serve as the foundation for the phased settlement drive.
Officials have indicated that amendments to existing rules and acts related to land settlement may be necessary to ensure smooth execution. Revenue Council Commissioner and Secretary Ranjana Rajguru informed that an eight-member departmental committee has already been established to examine these requirements and propose suitable revisions.
The committee includes Garhwal Division Additional Commissioner Uttam Singh Chauhan, Joint Director of Consolidation Naresh Chandra Durgapal, Staff Officer Sonia Pant, land expert N.S. Dangi, Consolidation Officer Anil Kumar, Survey Unit Law Officer Manoj Srivastava, retired Naib Tehsildar (Survey) Mohammad Mohsin, and retired Survey Kanoongo Mohan Singh Rawat.
The Dhami government expects that updated land records and organized settlement procedures will reduce disputes, enhance transparency, and support development planning across Uttarakhand. The SOP prepared by the committee will pave the way for officially launching the phased land settlement program statewide
