CM Nayab Singh Saini : What might seem like a lofty ambition for most states is swiftly taking shape as a structured mission in Haryana—driven by empowered women, streamlined governance, and cutting-edge technology. Though Haryana accounts for just 2% of India’s geography and population, it has boldly set its sights on becoming one of the first Indian states to achieve a trillion-dollar economy—an achievement currently held by only 19 nations worldwide. Central to this vision is the Chief Minister’s focus on harnessing women’s potential and driving innovation through technology.
CM Nayab Singh Saini has rolled out a comprehensive set of reforms designed to fast-track the state’s economic transformation. These initiatives place women’s empowerment and technological advancements at the core of Haryana’s development model.
One of the key changes is the removal of long-standing legal and procedural barriers that limited women’s full participation in the workforce. Following direct orders from the Chief Minister, the Labour Department is revising Factory Rules to allow women—excluding expectant and nursing mothers—to work across all sectors, including those previously off-limits for night shifts.
To support this, Haryana has launched a fully automated system for granting night shift permissions to businesses and factories. This digital process allows employers to apply online and receive approvals by the next business day, eliminating months of bureaucratic delays. Uniform rules and conditions will now be applied to all approvals.
Moreover, restrictions on night shift employment have been further relaxed. Employers can now collaborate with nearby hospitals or nursing homes for emergency services and medical aid. The previous mandate requiring female supervisors on night shifts has been scrapped. Additionally, senior women professionals in IT and ITeS sectors earning over ₹1 lakh per month can work night shifts without fulfilling earlier staffing requirements.
Industries beyond IT, warehousing, and hospitality will now be allowed to operate night shifts, marking a major leap toward gender equality in employment opportunities.
Advancing his vision of tech-driven governance, CM Nayab Singh Saini has also instructed the Labour Department to integrate Artificial Intelligence into the Atal Shramik Kisan Canteens for efficient data handling and analytics. Blockchain is being explored to secure sensitive worker-related data and ensure transparency.

By equipping them with opportunities and leveraging modern technology, the state is laying the groundwork for a future that is inclusive, progressive, and economically robust.
