CM Nayab Singh Saini : Addressing the inaugural session of the National Conference of Chairpersons of Urban Local Bodies held in Manesar, Haryana Chief Minister Nayab Singh Saini expressed his pride in the state being selected to host such a significant event. He stated that Haryana was fortunate to be entrusted with this responsibility and emphasized the importance of urban local bodies in nurturing grassroots democracy and driving the vision of Prime Minister Narendra Modi’s ‘Viksit Bharat 2047’.
The Chief Minister referred to urban local bodies as the foundational pillars—the “first school and nursery”—of democracy. He asserted that the stronger the roots of democracy at the local level, the stronger the nation becomes.
He highlighted that quality urban infrastructure builds public confidence in governance, adding that a truly developed India and Haryana can only be realized through the development of modern cities. CM Nayab Singh Saini also outlined Haryana’s Vision-2047, which includes a target of building a one trillion-dollar economy and creating 50 lakh jobs.
Ultra-Modern Cities under Panch Gram Yojana
CM Nayab Singh Saini noted that Gurugram stands as a shining example of urban development and announced that five ultra-modern cities are being planned along the 180 km-long KMP Expressway under the Panch Gram Yojana. These cities will be designed to accommodate a population of 75 lakh by 2050.
Direct Benefits Through PPP and AMRUT Schemes
CM Nayab Singh Saini mentioned that the implementation of the Parivar Pehchan Patra (PPP) system has enabled the seamless delivery of government welfare schemes directly to citizens. Under the AMRUT scheme, significant strides are being made in urban infrastructure. He also shared that Haryana has achieved 100% implementation of the SVAMITVA scheme, launched by the Prime Minister, and launched the ‘Nagar Darshan’ portal to enhance transparency and governance.
Strengthening Urban Local Governance through Technology
CM Nayab Singh Saini stressed the importance of empowering urban local bodies through transparency and digital transformation. He shared that all municipal corporations in the state are functioning through digital platforms, and cutting-edge technologies like Artificial Intelligence are being used to address citizen grievances. Key focus areas include solid waste management, property tax reforms, and electricity billing.
He added that Haryana’s development model is rooted in environmental sustainability, and steps like rainwater harvesting, promotion of electric vehicles, solar energy adoption, and the construction of green buildings are being prioritized. Every municipal body has been directed to formulate and implement a Green Action Plan. Efforts are also being intensified under the Jal Jeevan Mission and Amrit Sarovar initiative to tackle water-related challenges.
Infrastructure for Workers and Clean Cities
Highlighting the state’s progress under the Swachh Bharat Mission, the Chief Minister said the movement must evolve from awareness and infrastructure development to becoming a part of people’s daily habits. He underscored the importance of 100% source segregation of waste, promotion of bio-CNG, and the circular economy model to achieve garbage-free cities.
CM Nayab Singh Saini reiterated PM Modi’s dream of slum-free cities where every underprivileged family has access to permanent housing, clean water, quality infrastructure, and a life of dignity. He informed that 148 dormitory units have been constructed in Kundli and Manesar for industrial workers under the PM Awas Yojana.
Concluding his address, the Chief Minister called upon citizens to actively participate in realizing the Prime Minister’s vision of a developed, self-reliant, and inclusive India.
