Haryana CM Nayab Singh, emphasized that while drafting laws, it is crucial to consider not only the language of the legislation but also the emotions, needs, and aspirations of society. A well-drafted law should not only address current issues but also guide society towards progress, ensuring clarity, equality, and citizen participation.
The Haryana government has consistently worked towards making policy and law-making processes more inclusive and robust. The state has made significant progress in areas such as education, healthcare, and women’s empowerment through e-Governance, enhancing transparency in governance. “We are steadily moving towards modernizing and making the legislative process more inclusive and accessible,” he said.
CM Nayab Singh made these remarks while addressing the 36th International Training Programme in Legislative Drafting, held at the Haryana Vidhan Sabha from April 16 to April 21, 2025. This training is a collaboration with the Parliamentary Research and Training Institute for Democracies (PRIDE) of the Lok Sabha Secretariat, with 28 participants from 13 countries.
He highlighted that legislative drafting is not just a technical task but a visionary process that reflects social transformation and upholds constitutional values. The Haryana Vidhan Sabha has been a leader in advancing these reforms, working towards establishing a digital legislature and improving transparency and accessibility for the public.
CM Nayab Singh noted that the training program fosters mutual understanding, knowledge sharing, and promotes legislative transparency. “This platform helps strengthen global cooperation and reflects India’s philosophy of ‘Vasudhaiva Kutumbakam’ – the world is one family,” he added.
CM Nayab Singh also mentioned that the training aims to familiarize participants with the legislative drafting process, procedures, and constitutional frameworks. He expressed confidence that the shared knowledge will benefit the participants’ legislative processes back home.
CM Nayab Singh also welcomed the participants, stating that their visit marks the beginning of lasting friendships, and assured them that Haryana’s doors would always be open to them. On this occasion, he and Vidhan Sabha Speaker Harvinder Kalyan presented mementos to the participants.
Speaker Harvinder Kalyan emphasized the importance of enhancing legislative drafting skills, noting that the PRIDE training program is vital for strengthening the legislative process. CM Nayab Singh shared that during his tenure as Speaker, several initiatives had been undertaken to reform and strengthen the parliamentary system, including organizing training for legislators and staff, Youth Parliaments, and ensuring public issues are raised effectively in the House.
Former Law Secretary Sh. K.N. Chaturvedi, the Course Director at PRIDE, provided an overview of the program and praised Haryana’s recent progress. Group leader Mr. Alejandro Nicolas Weisson Nemalceff expressed his gratitude for the program, noting the value of the new techniques in strengthening democratic systems in their respective countries.
The event was also attended by Sh. Pawan Chaudhary, Advisor to the Foreign Cooperation Department, and senior officers from both Lok Sabha and Haryana Vidhan Sabha.
