CM Nitish Kumar held a high level review meeting of Monitoring Department at Sankalp, 1 Anne Marg today. In this meeting, he gave a detailed assessment of the activities of the Vigilance Investigation Bureau, Special Surveillance Unit, Technical Examiner Koshang and Economic Offences Unit and gave necessary directions to the officers.
Shri Arvind Kumar Chaudhary, Additional Chief Secretary, Home Department gave a presentation on the establishment, objectives and functions of the Monitoring Department. He said that on the directions of the Chief Minister, a strong, effective, sensitive and proactive system has been prepared, which aims to make the state administration corruption-free.
Director General, Vigilance Investigation Bureau, Shri J.S. Gangwar gave details of the investigation and action taken in the cases registered, while ADG, Special Vigilance Unit, Shri Pankaj Darad said that this unit was formed in 2006 on the directions of the Chief Minister and is playing an important role in controlling corruption. Shri Nayyar Hasnain Khan, ADG, Economic Offences Wing informed that the unit was formed in 2011 and is actively engaged in investigation of economic and cyber crimes. Shri Ravi Kumar, Engineer-in-Chief, Technical Examiner KOSHANG informed that this wing assists the monitoring agencies in technical matters and investigates serious cases.
The Chief Minister said the state government is working on the principle of “development with justice” and a policy of zero tolerance towards corruption has been adopted. He directed that all the units should discharge their responsibilities seriously and take strict action against corruption. The cases registered should be expeditiously investigated and concluded and the procedures should be monitored at every level.
CM Nitish Kumar also said that the public should be made aware about filing complaints through control room, toll free number etc. and the complainant should not face any kind of inconvenience. He said that a strict vigil should be kept on the corrupt system and individuals and the benefits of the schemes should be provided to the people on time. He also directed to pay special attention to areas like zonal, block, police station, engineering, administrative departments, education, health, anganwadi, mining and transport. The District Magistrates were also expected to ensure prompt action by continuous monitoring at their level so that people’s confidence in the administration increases.
CM Nitish Kumar also said that surprise inspection of all public welfare schemes including MNREGA should be done and if irregularities are found, strict action should be taken immediately. He made it clear that corruption will not be tolerated under any circumstances and all the concerned units will have to work with full readiness.
