CM Nitish Kumar made many important announcements in the review meeting.

CM Nitish Kumar today held a review meeting at the newly constructed Mahananda Auditorium in the premises of the Samadhalaya to discuss the ongoing developmental schemes in Purnia district under the third phase of Pragati Yatra. In this meeting, District Magistrate Kundan Kumar presented the development works of the district and gave detailed information to the Chief Minister. He informed the Chief Minister about the updated status of many other schemes including Bihar Student Credit Card Scheme, Mukhyamantri Nischay Swayam Sahayata Allowance Scheme, Kushal Yuva Programme, Har Ghar Nal Ka Jal and its maintenance, Pucca Gali-Nali up to every house, Mukhyamantri Gramin Solar Street Light Scheme, irrigation water up to every field, construction of agriculture feeder, Mukhyamantri Krishi Vidyut Connection Scheme, Mukhyamantri Udyami Yojana, encouragement to women for higher education, telemedicine service in health sub-centres, door step delivery of veterinary services, construction of Panchayat Sarkar Bhawan among others. He also informed about the status of 10+2 schools in every panchayat, formation of sports clubs for sports in gram panchayats / nagar panchayats, playgrounds in panchayats, Mukhya Mantri Gram Sampark Yojana (Vishesh), Mukhya Mantri Gramin Setu Yojana, formation of self-help groups in urban and rural areas, transparency in revenue administration, filing rejection / modification / modification plus and restoration of public wells, puddles and ponds under Jal-Jeevan-Hariyali. During the meeting, the people’s representatives also placed their problems related to their respective areas before the Chief Minister.

Addressing the review meeting, CM Nitish Kumar said, “I welcome and congratulate all of you in this meeting. The District Magistrate of Purnia, Shri Kundan Kumar gave information about the development works going on in the district, for which I thank him. People’s representatives were also present on the occasion. Today we have visited many places and seen the development works. We will ask the authorities to ensure further action keeping in mind whatever requirements are there. Our main aim is the overall development of Bihar. The development work done in Bihar after 2005 should be remembered. We have been visiting the entire Bihar from time to time, and development works have been ensured in every area, which you all should not forget.

CM Nitish Kumar said that from November 24, 2005, we started working for the development of Bihar, and since then we have been continuously engaged in taking the state forward. You all know what was the condition of Bihar before 2005. People were afraid to come out of their houses as soon as the evening came, there were often fights between Hindu and Muslim, which we ended. There were no proper arrangements for treatment in hospitals, the condition of roads was bad, and the condition of education was also not good. There were no roads, no medicines in hospitals. When we were MPs and ministers at the Centre, I had to walk a lot in my area due to bad roads. When the people of Bihar gave us the opportunity to work, the situation in the state has changed. Development work is being done in every sector. Now the atmosphere of fear and apprehension in Bihar has ended, and an atmosphere of peace and brotherhood prevails. Earlier, the power situation in Bihar was very bad, the supply of electricity in rural areas was negligible, and even the capital Patna did not have power supply for more than 8 hours. Since 2006, we started the work of cordoning the graveyards, and till now more than 8 thousand graveyards have been cordoned off, the work of cordoning the rest of the graveyards is underway. We also saw that idols were being stolen from temples, so decided to build boundary walls of old temples so that incidents of theft can be stopped. We haven’t done any work.

CM Nitish Kumar said that before 2005, only 39 patients used to come to the primary health centre for treatment in a month. We provided free medicine and treatment facilities in government hospitals, due to which now on an average more than 11,000 patients are reaching for treatment every month. Earlier there were only 6 government medical colleges in Bihar, now their number has increased to 12. Patna Medical College and Hospital (PMCH), which is the oldest hospital in Bihar, is being converted into a 5400-bed capacity hospital. Another 5 old medical colleges and hospitals are being expanded to 2500 bed capacity. There is also a plan to expand IGIMS Patna to 3000 bed capacity.

We have provided basic amenities like tap water, toilets, pucca streets, pucca roads and electricity connections to every household under the Saat Nischay Yojana since 2015. These facilities are also being provided in the new settlements that have been built. Keeping in mind the diseases caused by open defecation, community toilets were built for those households which did not have space for toilets. Schemes like Mukhyamantri Gramin Solar Street Light Yojana, Telemedicine, Bal Hriday Yojana and irrigation water to every field are being implemented expeditiously under Saat Nischay Yojana-II since 2020.

CM Nitish Kumar said that 50 percent reservation was given to women in Panchayati Raj institutions since 2006 and in municipal bodies since 2007. Since then, four elections have been held and a large number of women have won. Earlier, the number of self-help groups in Bihar was very less, but after the formation of our government, in 2006, we increased the number of self-help groups by taking a loan from the World Bank. Now there are 10 lakh 61 thousand self-help groups in Bihar, in which 1 crore 35 lakh women are associated. We call these women “Jeevika Didi,” and inspired by this initiative, the central government named it “Aajeevika.” We have also started forming self-help groups in urban areas. Since 2013, we decided to reserve 35 per cent for women in police recruitment, as a result of which the number of women in the Bihar police force is the highest in the country. There are not as many women in the police forces of other states as there are in the Bihar Police. Since 2016, we have implemented 35 per cent reservation for women in all government jobs.

“Under the Saat Nischay scheme, we had set a target of providing government jobs to 10 lakh people, which has been increased to 12 lakh. So far, 9 lakh people have been given government jobs. In addition, the target was to provide employment to 10 lakh people, and so far 24 lakh people have been provided employment. According to the target set by 2025, 12 lakh people will be provided government jobs and 34 lakh people will be provided employment. We have worked for the upliftment of all sections. A caste-based enumeration was conducted in Bihar after holding meetings with all political parties, in which 94 lakh poor families have been identified, who belong to every caste. These poor families are being given financial assistance of Rs 2 lakh per family so that they can run their livelihood.

CM Nitish Kumar said that many important works of development have been done in Purnia district, including the construction of engineering college, para medical institute and hostels. Apart from this, Government Polytechnic Institutes, Women ITIs, ITIs in all the subdivisions, GNM Institutes and many roads and bridges have also been constructed. Purnia Medical College and Hospital has also been established here. In 2011 Bhola Paswan Shastri Agricultural University was established, and Purnia University also came into existence. Jannayak Karpoori Thakur Extremely Backward Class Hostel was also constructed, along with two SC / ST Residential Schools at Banmankhi and Janki Nagar. An Other Backward Classes Girls Residential School has also been set up. The regional office of the Bihar State Madrasa Board was opened in Purnia, which is benefiting the madrasa teachers and students. Gulabbagh Agriculture Market Committee is being revived. The Purnia main road was widened to 6 lanes and the state highway from Dhamdaha to Rupauli and Dhamdaha to Bihariganj was also constructed. Several bridges and roads were damaged in the 2007 floods, whose reconstruction work has now been completed. The 1,113-metre-long bridge over Mahananda river at Abhaypur ghat in Purnia district is under construction. The state government has provided 52 acres of land for the airport. The construction of 39 panchayat government buildings has been completed, and the construction of the remaining 224 will be completed soon. 4 electricity sub stations and 35 power sub stations have been constructed in the district. As many as 45 dedicated agriculture feeders have been set up, providing 13,774 power connections to farmers. 35,474 Self Help Groups have been formed, to which 4 lakh 52 thousand Jeevika Didis have been connected, and 6 Jeevika Didi Rasoi have also been constructed.

Development work is going on in every area of Bihar, and this work will be done even faster in the future. I congratulate and thank you all for this. The Chief Minister said that before 2005, no work was done, only talks used to take place. We respect the suggestions of all the people’s representatives. Whatever needs of their area will be met. We do not discriminate against anyone, we will continue to work in the interest of everyone. We are also getting good cooperation from the central government, due to which many development works are being made possible. We have been with the BJP since the beginning, and it was because of Atal Bihari Vajpayee ji, who made me the chief minister. We believe in work, serving people and doing nothing for ourselves. We have always worked for the welfare of the people. Congratulations again to all of you. On this occasion, Chief Minister Nitish Kumar and Deputy Chief Minister Sushil Kumar Modi congratulated the state government.
