In the review meeting, the people’s representatives put forth the problems of their areas before the Chief Minister.

Addressing the review meeting, CM Nitish Kumar said, “I welcome and congratulate everyone in this meeting. The District Magistrate of Kishanganj has given a brief information about the ongoing development works in the district, and the people’s representatives present here have also spoken. From November 24, 2005, we started working for the development of Bihar, and since then we have been continuously trying to take Bihar forward. Before 2005, the situation in Bihar was very bad. People were afraid to step out of their homes in the evening, there were no arrangements for treatment in hospitals, the condition of roads was bad, and the level of education was also not good. There were reports of clashes between Hindus and Muslims. Since we got the opportunity to work, the situation in Bihar has improved. We are making progress in all sectors. We don’t discriminate against anyone, and we support those who vote for us. Since 2006, we started cordoning off cemeteries and so far more than 8,000 cemeteries have been cordoned off, and the rest of the cemeteries are also being cordoned off. Now there is no conflict between Hindus and Muslims. We also saw that idols were being stolen from temples, so we decided to build boundary walls of old temples so that incidents of theft in temples can be stopped. Now there is an atmosphere of peace and harmony in Bihar. Now there is no atmosphere of fear or panic anywhere. Today we have visited many places and inspected the development works and talked to the people. A lot of development work is going on in Bihar. No area of Bihar is deprived of development. We have built education, health, roads, bridges on a large scale, so that people from remote areas of Bihar now reach Patna in 6 hours, and it has now been reduced to 5 hours. We are making all efforts in this direction.

CM Nitish Kumar said that the dress scheme was started for the children studying in government schools since 2006. Subsequently, the cycle scheme was introduced for girls of class 9 in 2009, and when boys also requested for it, the cycle scheme was implemented for them also from 2010. Also, madrasa teachers have been given government recognition and the teachers teaching there are being paid the same salary as government teachers, it must be remembered. We work for people of all caste and religion, be it men or women.

CM Nitish Kumar said that in the first one month, only 39 patients used to come to the primary health centre for treatment. But now, after providing free medicines and treatment facilities, on an average more than 11,000 patients are coming for treatment every month. Earlier there were only 6 government medical colleges and hospitals in Bihar, which has now increased to 12. Medical colleges are being opened in all districts. A world-class hospital of 5400 beds is being prepared in PMCH and IGIMS is being expanded, which will have a facility of 3000 beds. Since 2015, under the Saat Nischay Yojana, every household has been provided with essential facilities like tap water, pucca streets and drains, toilets and electricity connections.

CM Nitish Kumar said that 50 percent reservation was provided to women in Panchayati Raj institutions since 2006 and in municipal bodies since 2007, under which 4 elections have been held so far and a large number of women have been elected. We have made every possible effort to uplift women. Earlier, there were very few self-help groups in Bihar. When our government was formed in 2005, we took the initiative to increase the number of self-help groups by taking a loan from the World Bank in 2006. Now the number of self-help groups in Bihar has reached 10 lakh 61 thousand, with which 1 crore 35 lakh Jeevika Didis are connected. We gave the name “Jeevika” to these groups and “Jeevika Didi” to the women associated with it. Looking at the livelihood scheme of Bihar, the then central government also adopted it and named it “Aajeevika.” Now the formation of self-help groups has also started in the urban areas of Bihar, and so far 26 thousand groups have been formed, to which 3 lakh Jeevika Didis are associated.

“Under the Saat Nischay-2 scheme, we had set a target of providing government jobs to 10 lakh people, which has been increased to 12 lakh. So far, 9 lakh people have been given government jobs. With this, the target was to provide employment to 10 lakh people, but so far 24 lakh people have been provided employment. The target is to provide 12 lakh government jobs and employment to 34 lakh people by 2025. We have worked for the upliftment of all sections. Under this, a caste-based census was conducted in Bihar in collaboration with all political parties, in which 94 lakh poor families have been identified, who belong to different castes. These poor families are being given financial assistance of Rs 2 lakh per family so that they can raise necessary resources for their livelihood.

CM Nitish Kumar said that several developmental works have been carried out in Kishanganj district. An engineering college, a paramedical institute and hostels have been built here. Apart from this, Government Polytechnic Institutes, Women ITIs, ITIs in all the subdivisions, hostels, GNM Institutes, residential schools, and many roads and bridges have been constructed. Former President Dr. A.P .J. Abdul Kalam Agriculture College has been established in the district, which is spread over an area of 375 acres. A branch of Aligarh Muslim University has also been established here. By June 2025, the construction of Panchayat Government buildings will be completed in the entire Bihar. In Kishanganj, 2 electricity grid substations, 22 power substations and 24 dedicated agriculture feeders have been built, giving electricity connection to 8,927 farmers. So far, 19,217 self-help groups have been formed in the district, which have linked 2.43 lakh Jeevika Didis. There is also a 3-bedroom kitchen. Apart from this, whatever shortcomings are here, they will be removed soon.
