Chief Minister held a review meeting regarding the developmental schemes going on in Vaishali district.
In the second phase of Pragati Yatra, today Chief Minister Shri Nitish Kumar held a review meeting in the auditorium of Bihar Correctional Administrative Institute, Hajipur regarding the ongoing development schemes in Vaishali district.In this review meeting, Vaishali District Magistrate Shri Yashpal Meena gave detailed information about the progress and achievement of development works of Vaishali district through presentation. Chief Minister’s Nischay Self Help Allowance Scheme, Skilled Youth Program, Tap water in every house and its maintenance, Pucca lane-drain to every house, Chief Minister’s Rural Solar Street Light Scheme, Irrigation water to every farm, Construction of agricultural feeder, Chief Minister’s Agricultural Electricity Connection Scheme, Chief Minister’s Entrepreneur Scheme,Detailed information was given to the Chief Minister regarding encouragement to women for higher education, medical consultation through tele-medicine in the health sub-centre, doorstep delivery of veterinary services and the updated status of construction of Panchayat Government Building. Apart from this, 10+2 schools in every Panchayat, formation of sports club to promote sports in Gram Panchayat, Nagar Panchayat, playground in every Panchayat, Chief Minister Gram Sampark Yojana (remaining), Chief Minister Gramin Setu Yojana, formation of self-help groups in urban and rural areas,The District Magistrate gave detailed information to the Chief Minister regarding transparency in revenue administration, mutation/revision/revision plus and the current status of public wells, ponds and lakes renovated under water-life-greenery. In the review meeting, the public representatives also presented the problems of their respective areas before the Chief Minister. Addressing the review meeting, the Chief Minister said that all the public representatives present here have presented the problems of their respective areas.
The officials of the concerned departments present here are aware of your problems. They will solve those problems soon. I welcome all of you in this meeting. We will request all the public representatives to take action on whatever development work has been done in Bihar after the year 2005.Make people aware of all these. Also tell people about the poor condition of Bihar before 2005. Today I have visited many places in Vaishali district and seen the development work, I have also become aware of the problems of the people by talking to them. Very good work is being done.The people of Bihar gave us the opportunity to work from 24 November 2005. Since then, we have been continuously working for the development of Bihar, a lot of changes have taken place.There is an atmosphere of peace and harmony in the state. Development work is being done continuously for all areas and all sections of the state. Before the year 2005, the condition of Bihar was very bad. People were afraid to step out of their homes after dusk. There was no arrangement for treatment in hospitals, roads were dilapidated. The condition of education was not good.
There were frequent reports of disputes between Hindus and Muslims. Development work is being done in every field. No one has been neglected. We are moving Bihar forward by staying united. Earlier, the number of roads in Bihar was very less and the condition of the roads that were there was also very bad.When we were MPs, we had to travel several kilometres on foot to visit the area. Electricity was available only in a few places and nowhere was there power supply for more than 8 hours. Now electricity has been provided to every home.For farming also, electricity is being provided to farmers at cheap rates through agricultural feeders. I have been a minister in the government of respected Atal Bihari Vajpayee ji. It was he who made me the Chief Minister of Bihar. I had gone there twice by mistake. Now this will not happen. We will remain united with full strength.
CM Nitish Kumar said that we started fencing the graveyards since 2006. So far, more than 8 thousand graveyards have been fenced. The work of fencing the remaining graveyards will also be completed soon.People can vote for whoever they want, we are serving everyone equally. It was observed that incidents of idol theft are taking place from Hindu temples, in view of this, the work of building boundary walls of temples older than 60 years was started so that incidents of theft do not take place in temples. We are carrying out development work in the entire Bihar. We have done work on a large scale for education, health, roads, bridges, due to which earlier people from any corner of Bihar used to reach Patna in 6 hours, now it has been reduced to 5 hours. Every kind of work is being done for this.
CM Nitish Kumar said that from the year 2006-07 we started a uniform scheme for children studying in government schools. After that, from the year 2009, a bicycle scheme was started for girls.Girls also take their parents to the cycle market in the evening after returning from school. On the demand of boys, a cycle scheme was also started for boys from the year 2010. Government teachers and contractual teachers were reinstated on a large scale. Efforts have been made to improve the field of education by constructing school buildings. Now contractual teachers are being given government recognition through examination.
CM Nitish Kumar said that earlier only 39 patients used to visit the primary health centers of Bihar in a month for treatment. We started the work of free checkup and medicine distribution in government hospitals from the year 2006. Now on an average more than 11 thousand patients are visiting the primary health centers in a month for treatment. Earlier there were only 6 government medical colleges in Bihar. Now their number has increased to 11. We are establishing medical colleges in every district. Through the Saat Nischay Yojana, tap water in every house by the year 2020, construction of paved streets and drains to every house, Basic facilities like toilet in every house, electricity connection to every house, paved road to every village have been provided to the people. After this, whatever new settlements have been built, basic facilities will be made available there under the Saat Nischay Yojana before the assembly elections this year.
The Chief Minister said that 50 percent reservation was given to women in Panchayati Raj institutions and urban bodies, after which four elections have been completed so far. A large number of women have been elected. We have worked in every way for the upliftment of women. In the year 2013, 35 percent reservation was given to women in police recruitment, as a result of which the participation of women in Bihar Police Force has increased significantly. The number of women in Bihar Police is more than 30 thousand.Today, the number of women in Bihar Police is more than in the police force of any other state in the country. Since 2016, we have started giving 35 percent reservation to women in all government jobs. Earlier, the number of self-help groups in Bihar was very less. In 2006, we took a loan from the World Bank and started increasing the number of self-help groups. Now the number of self-help groups in Bihar has increased to 10 lakh 61 thousand and 1 crore 31 lakh Jeevika didis are associated with them. We have given the name Jeevika Didi to the women associated with the self-help groups., Inspired by this, the then central government also adopted it and named it Aajeevika. Formation of self-help groups has also been started in urban areas of Bihar, in which 26 thousand Jeevika didis have joined so far. Before 2005, women did not step out of their homes. Now women are doing very good work by joining self-help groups. This has not only increased the income of the family but has also increased the respect of women in the society. We go to different places and see the work of Jeevika Didi’s, talk to them and whatever problems they have are resolved.
CM Nitish Kumarsaid that under the Saat Nishchay Yojana-2, we had set a target of giving government jobs to 10 lakh people, which has been increased to 12 lakh. So far, 9 lakh people have been given government jobs.Apart from this, a target of providing employment to 10 lakh people was set. Till now, employment has been provided to 24 lakh people. In the year 2025, 12 lakh people will be provided government jobs and 34 lakh people will be provided employment.We have given government recognition to madrasas. Now madrasa teachers are being paid salary at par with government teachers. He said that we held a meeting with all the parties and decided to conduct caste based census in Bihar, after which caste based census was conducted in Bihar. In the caste based census, 94 lakh poor families have been identified, who belong to every caste and religion. Such poor families are being given financial help of Rs 2 lakh per family so that they can earn their livelihood.
CM Nitish Kumar said that we serve the people and are always engaged in development work for the state. We do not discriminate against anyone. We will all continue to work together for the progress of Bihar.While giving instructions to the officials, the Chief Minister said that whatever problems have been raised by the public representatives here today should be resolved as soon as possible.
CM Nitish Kumar said that all kinds of development work has been done in Vaishali district. Along with setting up an engineering college in Vaishali district, a medical college and hospital in Mahua, a polytechnic institute, ANM-GNM college, construction of roads and bridges and development work has been done in every field. Mahatma Gandhi Bridge has also been reconstructed. We have started constructing Panchayat Government Buildings like the Central Government and State Government. So far, construction of 48 Panchayat Government Buildings has been completed in Vaishali district.The construction work of Panchayat Government buildings in the Panchayats which is pending will be completed by June this year. The number of self-help groups in Vaishali has reached 36 thousand 946, with 4 lakh 50 thousand women associated with them. The state government is continuously working for the development of Bihar.And development work is going on in every area. It is the responsibility of all of you public representatives to inform the government about the problems of your area, as well as whatever development work has been done. Tell them to the people. Important announcements of the Chief Minister regarding the demands of the people of Vaishali district Some problems or deficiencies have remained in Vaishali district, they will be rectified. Because of the Vaya river, there are floods at many places, therefore, the Vaya river will be dredged. This will provide convenience to the people of eight blocks. Baraila lake is a very important bird sanctuary of the country where a large number of migratory birds come. Baraila lake will be developed and beautified. This will promote tourism and fisheries.In view of the electricity problem in many blocks of Vaishali district, a grid sub-station will be constructed in Mahua and new power sub-stations in four blocks. Drains will be constructed for water drainage in Hajipur city. This will provide relief from water logging in Hajipur city.
A degree college will be established in Goraul so that students from nearby areas will not have to travel far for higher education. The embankment will be constructed and strengthened in the remaining part of the Hajipur side of the Gandak river. This will provide relief from floods and waterlogging. A big industrial park will be built on 1 thousand 293 acres of land along the Amas-Darbhanga road in Vaishali district. All these works will be done and apart from this, if there is any other need in Vaishali district, That too will be done. Work is going on in every area of Bihar, work will be done at a faster pace in the future. I congratulate and thank you all for this.
