During the review meeting CM Nitish Kumar made many important announcements.
CM Nitish Kumar today held a meeting at Lahtan Choudhury Auditorium in Samadhalaya to review the ongoing developmental schemes in Supaul district in the third phase of Pragati Yatra. In this meeting, District Collector Kaushal Kumar gave a detailed presentation of the development works of the district. He informed the Chief Minister about the updated status of Bihar Student Credit Card Scheme, Mukhyamantri Nischay Swayam Sahayata Allowance Scheme, Kushal Yuva Karyakram, Har Ghar Nal Ka Jal, Pucca Gali-Nali, Mukhyamantri Gramin Solar Street Light Scheme, Agriculture Irrigation, Agriculture Feeder Construction, Agriculture Electricity Connection Scheme, Entrepreneurship Scheme, Promotion of Higher Education for Women, Telemedicine in Health Sub Centre, Veterinary Services, Panchayat Government Building Construction and other development works. Apart from this, he also informed about the works like establishment of sports clubs in panchayats, sports grounds in gram panchayats, Mukhyamantri Gram Sampark Yojana, Gramin Setu Yojana, formation of self-help groups, and restoration of public water sources under Jal-Jeevan-Hariyali Yojana. During the meeting, the Chief Minister discussed various issues of the district with the officials. Addressing the meeting, the Chief Minister said that he welcomes everyone and directed the officials to ensure that the problems raised by the people’s representatives are resolved. He also recalled that the 2008 floods had severely affected Saharsa, Supaul and Madhepura districts.
We had conducted relief and rescue operations in a big way at every level. All possible assistance was being provided to those affected by the floods. Since the beginning, we have taken steps towards development in every region of Bihar. During the Pragati Yatra, we are visiting various districts, inspecting developmental schemes and also interacting with the people. From November 24, 2005, we started working for the development of Bihar and since then we are continuously engaged in taking Bihar forward. Those who ruled for 15 years before 2005 did not do any concrete work. At that time the situation in Bihar was very bad, people were afraid to come out of their homes after evening. Now whether it is a man or a woman, people can go anywhere according to their need without fear. There were no proper arrangements for treatment in hospitals, roads were bad, and the state of education was also bad. There were often reports of Hindu-Muslim quarrels and there was a great lack of roads. Since the time the people of Bihar gave us the opportunity to work, the situation in Bihar has improved and development work is being done in every sector.
We don’t discriminate against anyone. Since 2006, we started cordoning off cemeteries and so far more than 8,000 cemeteries have been cordoned off, while the remaining cemeteries continue to be cordoned off. Now there are no disputes between Hindus and Muslims anywhere. We saw that idols were being stolen from temples, so it was decided to build boundary walls of old temples so that incidents of theft do not take place there. Twice by mistake we got here and there, but now we will be together as before. Those who have never done development work are making baseless statements these days. Today we have inspected development works at many places and also interacted with the local people. The Chief Minister said that we are carrying out development work in the entire Bihar, and no region is now untouched by development. We have paid special attention to the construction of education, health, roads, bridges and other basic facilities, due to which it used to take 6 hours to reach Patna from every corner of Bihar earlier, now it has been reduced to 5 hours. We are making all efforts for it.
CM Nitish Kumar pointed out that the dress scheme for children studying in government schools was introduced from 2006. The cycle scheme for girls was launched in 2009, and when boys also started asking for it, the cycle scheme was implemented for them also from 2010. In Bihar, teachers have been recruited on a large scale and efforts are being made to improve the education sector by constructing school buildings. Apart from this, a large number of government teachers are being recruited, and employed teachers are also being provided government recognition through examination. Madrasas have also got government recognition and the teachers teaching there are being given the same salary as government teachers.
CM Nitish Kumar said that earlier only 39 patients used to come to the primary health centre for treatment in a month. We provided free medicine and treatment, due to which now on an average more than 11 thousand patients are coming for treatment every month. Earlier there were only 6 government medical colleges in Bihar, but now their number has increased to 12 and new medical colleges are being opened in all the districts. A world class hospital of 5400 beds is being built in PMCH, while the I. J. I. M. S. is also being expanded, which will have a facility of 3000 beds. Since 2015, under the Saat Nischay Yojana, basic amenities like tap water, pucca streets and drains, toilets, and electricity connections have been provided to every household. Since 2020, work is going on at a rapid pace on schemes like Mukhyamantri Gramin Solar Street Light Yojana, Telemedicine, Bal Hriday Yojana, and irrigation water to every field under Saat Nischay Yojana-2.
CM Nitish Kumar said that 50 percent reservation has been given to women in Panchayati Raj Institutions since 2006 and in Municipal Bodies since 2007, under which 4 elections have been held so far, and a large number of women have won the elections. We are making all efforts for the upliftment of women. Earlier, the number of self-help groups in Bihar was very less, but after the formation of our government in 2005, we started the process of increasing the number of these groups by taking a loan from the World Bank in 2006. Now the number of self-help groups in Bihar has reached 10 lakh 61 thousand, with which 1 crore 35 lakh Jeevika Didis are connected. We named these women ‘Jeevika Didi’, inspired by which the central government adopted it and named it ‘Aajeevika’. Now the formation of self-help groups has also started in urban areas in Bihar, and so far 26 thousand urban groups have been formed, to which 3 lakh women are associated. After giving 35 percent reservation for women in police reinstatement in 2013, the number of women in Bihar Police has become the highest in the country. Since 2016, we have been giving 35 per cent reservation to women in all government jobs.
“Under the Saat Nischay-2 scheme, we had set a target of providing government jobs to 10 lakh people, which has been increased to 12 lakh. So far, 9 lakh people have got government jobs. Moreover, we had set a target of providing employment to 10 lakh people, but so far 24 lakh people have been provided employment. By 2025, 12 lakh government jobs and employment to 34 lakh people will be provided. We are constantly working for the development of all sections. We along with all political parties conducted a caste-based enumeration in Bihar, as a result of which 94 lakh poor families have been identified, who belong to different castes. These poor families are being given financial assistance of Rs 2 lakh per family so that they can earn their livelihood.
CM Nitish Kumar said that several development works have been taken up in Supaul district. Engineering colleges, paramedical institutes and hostels have been built here. In addition, Government Polytechnic Institutes, Women ITIs, ITIs in all the subdivisions, hostels, GNM Institutes, residential schools, various roads and bridges have been constructed. The construction of the medical college and hospital is underway at a cost of Rs 605 crore. Supaul Dairy Plant has also been developed. Work is underway in two phases for the reconstruction and rehabilitation of the Kosi area, and the remaining work will be completed soon. The construction of 39 panchayat government buildings in the district has been completed, and the rest of the work will be finished by June 2025. 6 Electricity Grid Sub-stations, 26 Power Sub-stations and 32 Dedicated Agriculture Feeder have been set up from which 15,613 farmers have been given electricity connection for irrigation. In Supaul district, 27,553 self-help groups have been set up, to which 3 lakh 37 thousand Jeevika Didis are associated. 5 Didi’s kitchen is also being run here. “Our aim is that wherever there is a shortfall, it should be removed and the pace of development of Bihar should be accelerated.
Important announcements of the Chief Minister regarding the demands of the people in Supaul district
- The Chief Minister said that the bypass of Triveniganj market will be constructed, which will solve the problem of congestion.
- Bypass of Pipra Bazar will also be constructed, which will provide better connectivity to Lohia Medical College being built in Pipra block. The ring dam of Nagar Panchayat Nirmali will be renovated and blackened, which will provide relief from floods and also facilitate road connectivity.
- Supaul Stadium will be renovated and beautified, which will give a boost to sports. The flyover will be constructed at the junction point of NH-27 in Simrahi Bazar. Channelisation of Sursar river and repair of damaged embankments in Chhatapur and Triveniganj blocks will be taken up.
- A Registration Office will be set up at the Virpur Sub-Divisional Headquarters, which will facilitate land registration work. Baba Tileshwar Nath Temple will be renovated and beautified, and the road from Tileshwar Nath Temple to Sukhpur Bazar will be widened.
- A new bus stand will be constructed. Efforts will be made to include it in the UDAN scheme for operation of small aircraft at the existing airport at Virpur in Supaul.
- All these tasks will be completed and any other requirement will also be met. “Our aim is to take Bihar forward continuously. Again, congratulations and good luck to all. .
- District Collector Kaushal Kumar felicitated the Chief Minister by presenting him a green sapling and a memento. Before the review meeting, the Chief Minister inspected the pond located in the premises of the museum and directed the District Magistrate to build a staircase-like ghat around the pond.
