MoU Signed for Compressed Biogas Production from Urban Solid Waste in Presence of CM Vishnu Deo Sai
CM Vishnu Deo Sai announced a significant milestone for Chhattisgarh’s journey toward a clean environment and net-zero emissions. Speaking at his Residence Office during the signing of a historic tripartite MoU, the CM praised the collaboration between the Chhattisgarh Biofuel Development Authority, GAIL India Limited, Bharat Petroleum, and six municipal corporations for producing compressed biogas from urban solid waste. He extended his best wishes to all participating organizations, emphasizing that this initiative will redefine Chhattisgarh’s role in cleanliness, energy production, and sustainable development.
CM Vishnu Deo Sai highlighted that this agreement marks a crucial addition to the state’s development efforts. He noted that Chhattisgarh is advancing rapidly in compressed biogas production as part of its sustainable planning initiatives. Recalling the Swachh Bharat Mission launched by Prime Minister Shri Narendra Modi, he acknowledged its success in raising public awareness about cleanliness and its transformative impact on the state. The establishment of biogas plants in urban areas, he stated, will further enhance cleanliness and beauty in cities while addressing energy needs through waste-to-energy solutions. CM Vishnu Deo Sai urged all stakeholders to complete the project within the specified timeline.
He further emphasized that the MoU would address key objectives of environmental protection and cleanliness while generating employment opportunities. The project will benefit from the expertise of reputed national institutions, ensuring efficient implementation and high-quality outcomes.
Deputy Chief Minister Shri Arun Sao also highlighted the government’s ongoing efforts under Prime Minister Shri Narendra Modi’s leadership in promoting environmental protection, cleanliness, and waste-to-wealth initiatives. He underscored the importance of campaigns aimed at making urban areas clean, beautiful, and well-equipped, and expressed confidence in the successful execution of this project through collaboration with leading institutions.
The MoU signing event was attended by Chief Minister’s Principal Secretary Shri Subodh Singh, Secretary Shri P. Dayanand, Secretary Dr. Basavaraju S., and officials from GAIL India, BPCL, Chhattisgarh Biofuel Development Authority, and representatives from six urban bodies.
It is worth noting that under the Sustainable Alternative Towards Affordable Transportation (SATAT) initiative, Chhattisgarh has immense potential for biofuel production, including compressed biogas (CBG), from urban solid waste. Through consistent efforts by the Chhattisgarh Biofuel Development Authority (CBDA), the MoU was formalized to establish compressed biogas plants in Ambikapur, Raigarh, Korba, Bilaspur, Rajnandgaon, and Dhamtari.
Key Features of the Project
This MoU outlines the utilization of approximately 350 metric tons of urban solid waste per day, along with around 500 metric tons of surplus biomass, for biofuel production across six municipal corporations. The six plants are expected to generate about 70 metric tons of compressed biogas daily. The total investment in these projects, estimated at around Rs 600 crore, will be fully funded by GAIL and BPCL. Additionally, the state is projected to earn about Rs 6 crore annually in GST from the production and sale of biogas.

The by-products from these plants will support organic farming initiatives, while effective waste management will help reduce greenhouse gas emissions, advancing Chhattisgarh’s goal of achieving net zero emissions.
