Chief Minister Shri Vishnu Dev Sai launched the new Industrial Development Policy 2024-30 of Chhattisgarh state at Mayfair Resort, Nava Raipur this evening.Chief Minister Shri Sai said that we have set the goal of building a developed Chhattisgarh state by making this new policy employment-oriented and keeping in mind the vision of building a developed India as per Vision-2047.
The Chief Minister further said that if any industry provides employment to more than one thousand youth, we will give it more concessions under the B-spoke policy.In this policy, we have also made a provision to provide a grant of up to Rs 15,000 per person per month for providing employment-oriented training to the youth.
For the first time, through this policy, we have also decided to encourage investment in facilities like tourism and health in the stateOur state is located in the center of the country, in the coming years we will be successful in making the state the “Health Hub” of the country with our geographical location, modern means of transportation and the participation of all of youThe Chief Minister said that we are going to start the construction of an industrial area on about 118 acres of land near Jagdalpur.Instead of the earlier “minimum 20 acres of land”, we have now decided to allow setting up of industrial parks in the private sector on “15 acres of land”.
The Chief Minister further said that Chhattisgarh is probably the first state in the country, which has made provision of special grants and exemptions to young firefighters and Naxal victim families for setting up their own self-employment businesses.He is also committed to providing self-employment to the youth belonging to Scheduled Caste and Scheduled Tribe category. For this, we are giving land in industrial areas to these categories of entrepreneurs at the rate of only Rs 1 per acre.The Chief Minister said that it will be our endeavor to minimize government interference in the establishment and operation of industries and as much as possible through self-certification or online medium so that you do not need to approach the government for your industry.
Industries Minister Shri Lakhan Lal Dewangan said in his presidential address that we have prepared such an industrial policy which will meet all the needs of the industry of the state.Our effort was to make such a policy which would establish more and more industries in the state and encourage investment.He said that the new policy will provide employment to the youth of the state and they will play their role in taking the state forward. Minister Shri Dewangan also shared some important points of the industrial policy and important information regarding its implementation.
On this occasion, Deputy Chief Minister Shri Arun Sao, Forest Minister Shri Kedar Kashyap, Agriculture Minister Shri Ramvichar Netam, Finance Minister Shri O.P. Special provisions of Industrial Development Policy 2024-30
Chhattisgarh’s Industrial Development Policy 2024-30 has been implemented in the state from November 01, 2024. This policy will provide a strong foundation for industries to invest, create new jobs and accelerate economic growth.
Through this policy, a target has been set to create 5 lakh new formal sector jobs in the next 5 years by creating skilled employment for the youth of the state.In this policy, in addition to providing incentives to more than 1000 employment providing units, provision has been made for special incentives through training to convert local workers into formal employment.
Scheduled Caste/Tribe, women entrepreneurs, retired Agniveer, for participation in economic and social upliftment in the new Industrial Development Policy 2024-30.Provision has been made to provide additional incentives to the enterprises of ex-servicemen (which also includes para military forces), Naxal affected, surrendered Naxalites and third gender enterprises.
In the Industrial Development Policy 2024-30, the definition of micro, small and medium enterprises has been changed to MSME as defined by the Government of India. Has been done in accordance with. Accordingly, the incentives received by these enterprises have been made competitive in comparison to other states.
Increasing service activities in the country by the state government. Keeping the trend in mind, for the first time in this policy, provision for separate incentives has been made for MSME service enterprises and large service enterprises under the service sector., Under the service sector, activities related to engineering services, research and development, health sector, tourism and entertainment sector etc. have been included.
In the Industrial Development Policy 2024-30, specific categories of industries like pharmaceutical, textile, agriculture and food processing and non-timber forest produce processing, Special packages for new sectors like Compressed Bio Gas, Electrical and Electronics, Artificial Intelligence (AI), Robotics and Computing (GPU), IT, ITES/Data Center. There is provision for.
Along with this, there is a provision of additional incentives for such thrust sector industries where the state has competitive advantage and where future employment is coming.
In view of the incentives in the policy, the development blocks of the state have been placed in 03 groups. 10 development blocks have been classified in Group-1, 61 in Group-2 and 75 in Group-3.
In the Industrial Development Policy 2024-30, a provision has been made for an overall incentive of up to 100 percent of fixed capital investment for manufacturing and 150 percent of fixed capital investment for the service sector. On one hand, through the policy, provision has been made for Udyam Kanti Yojana to make the youth of the state self-reliant by starting their own business.On the other hand, in line with the large industrial corridor being built in the country, the industrial corridor industrial city Korba-Bilaspur-Raipur has been envisaged through NICDC in the state. which is an important step in the industrial development of the state.
In this policy, for the first time, to provide more employment opportunities to the residents of the state in enterprises, targeting local employment generation,or more, provision of special industrial investment incentive on the basis of employment creation as well as training stipend reimbursement of Rs. 15,000 per person on training of residents of the State employed in industries and EPF on employees. Provision has been made for reimbursement of expenses.
For the first time, Industrial Investment Incentives for Adopting Environmental Protection Measures to Realize the Green Enterprise Hypothesis Environment Management Project Grant (Environmental Project Grant),Provision for industrial investment promotion has been made for water and energy efficiency (energy audit) expenditure reimbursement, non-wood forest produce processing and large enterprises in green hydrogen/compressed biogas sector.
