CM Yogi Adityanath reviewed the updated status of non-tax revenue receipts in the current financial year at a high-level meeting convened at his official residence here today. He obtained details of revenue collection targets and corresponding receipts in the departments of GST, VAT, Excise, Stamps and Registration, Transport, Land Revenue and Power and gave necessary directions to the departmental officers.
The Chief Minister said that due to planned efforts, the non-tax revenue collection of the state is continuously increasing. In the current financial year, till the month of October, more than Rs. 1.16 lakh crore has been collected through various channels. Out of this, about 64 thousand crore rupees from GST / VAT, 26 as excise tax
This includes Rs 1,000 crore of collected tax revenue, Rs 17,700 crore from stamps and registration, Rs 2,000 crore from mining and over Rs 6,300 crore from transport. This is the money collected from the people which will be spent in the development of the state, in the interest of the people and in public welfare works.
The Chief Minister said that we should also create new sources to increase revenue collection. Review the targets given to each district weekly, fortnightly and monthly. Prepare a report of each officer based on the efforts made to increase revenue collection. He said that due to continuous efforts, today there are more than 31 lakh GST registered traders in the state. It needs to be increasing.
There is immense potential in the state and it needs to be tapped. Accountability of officials should be fixed. Appointment should be based on merit.
The Chief Minister said that there is a need to increase vigilance to prevent attempts of theft / misappropriation of GST. Activation of Special Disciplinary Units and Mobile Team Units needs to be further enhanced. However, in recent times, their vigilance has been successful in effectively curbing tax evasion. However, there is still room for improvement.
The Chief Minister said that the Excise Department has a big role in increasing revenue. Review the district-wise targets weekly. Wherever there is negligence, do not delay in taking action against the concerned officer. Ensure that there is zero liquid discharge in the distillery. Rivers should not be polluted by their waste.
Communicate with the industry, motivate them to adopt technology. We have been successful in curbing the activities of manufacture and sale of illicit liquor / raw liquor. Such activities should continue. Stay active at all times so that unauthorised liquor from other states does not come to the state will be. The Excise Department is expected to put in more efforts in relation to the revenue collection target.
The Chief Minister said that the rules related to stamp and registration should be further simplified in view of the needs of the common man. Problems between builders and buyers should be resolved quickly. The Housing and Development Council, the Development Authority or the private builder, wherever the registry is pending, talk to both the parties and find a solution. We have to protect the interests of all. The buyer should get the registry of his flat in time. Take all necessary steps to do so. New options to increase revenue from the registry should also be considered.
The Chief Minister said that not a single vehicle should ply on the road without a permit / fitness. Increase awareness to reduce accidents. The mining season has begun. Illegal mining and overloading activities should be strictly prohibited. There is a lot of potential in the mining sector, identify it and make efforts to increase revenue.
