Uttar Pradesh CM Yogi Adityanath, while chairing a high-level meeting at his official residence today,
CM Yogi ,reviewed the provisions of the Sugamya Vyapar (Amendment) Bill, 2025 and issued necessary directions. He said that taking new steps to further strengthen Ease of Doing Business is the need of the hour, but at the same time, it is equally important to guarantee the safety and welfare of workers. Inspired by Prime Minister Narendra Modi’s vision of “Shramev Jayate,” he emphasized that reforms must benefit both workers and entrepreneurs.
Discussing the new provisions of the Bill, the Chief Minister said that unnecessary penal clauses should be removed and replaced with a transparent and just system. He instructed that objections and suggestions be carefully considered so that the Bill strikes the right balance between industrial growth and workers’ welfare. To bring transparency in the inspection system, he suggested adopting self-certification and third-party audits. These reforms, he added, would reduce the burden on industries while safeguarding workers’ interests.
It is noteworthy that, under his guidance, the state government will soon introduce the Sugamya Vyapar (Amendment) Bill, 2025. The Bill aims to make several laws more practical, including the Excise Act, Molasses Act, Tree Protection Act, Revenue Code, Sugarcane Act, Groundwater Act, Municipal Corporation Act, Plastic Waste Management Act, Cinema Act, and Panchayat-related Acts. In place of earlier imprisonment provisions, the new approach will prioritize financial penalties and administrative action.
In line with the Prime Minister’s mantra of Reform, Perform, Transform, CM Yogi has taken major steps in the direction of industrial and labor reforms. The state is preparing to decriminalize nearly 99% of penal provisions across 13 state laws related to trade and industry. With this, Uttar Pradesh is set to become the first state in the country to shift such a large number of criminal provisions into non-criminal categories, making laws more practical and business-friendly.
CM Yogi was informed that feedback on the Bill was sought from 14 departments, with most supporting the changes and a few raising objections. The meeting also discussed simplification of labor laws, including proposals to extend factory license duration, introduce practical changes in shop and establishment rules, and provide greater opportunities for women.
As part of the reform series, deliberations were also held on Nivesh Mitra 3.0. The upgraded portal will make investor applications and approvals fully digital and seamless, with features like a common application form, PAN-based identification, smart dashboard, multilingual assistance, and an AI chatbot. The Chief Minister directed that services must be delivered within set timelines and investor grievances resolved promptly. He also instructed that the new version of the portal be launched soon, as it will give a major boost to Ease of Doing Business in Uttar Pradesh.
