CM Yogi , in a high level meeting held at his official residence here today, reviewed the status of funds released by the Government / allocated by the Head of Department / Expenditure and the funds received from the Government of India against the target in respect of the budget provision in the financial year 2024-25.
After the department-wise review, the Chief Minister gave several directions, including speeding up the development works in the larger public interest, ensuring the quality and timeliness of the projects.
The Chief Minister said that 7 months of the financial year 2024-25 have passed.
All departments should ensure that the funds provided in the current budget are spent properly. Increase in allocation and expenditure is expected. Expenditure should also be reviewed at the department level. In the departments where the expenditure has been less than 55 percent so far, the concerned ministers should review the departmental situation themselves.
The Chief Minister said that the coming year 2025 is a big opportunity for Uttar Pradesh.
All departments have a role in organizing Mahakumbh Prayagraj. Therefore, all the departments should give top priority to the departmental projects related to Mahakumbh. It should be monitored at the level of Chief Secretary. Most of the devotees and tourists visiting Mahakumbh will also visit Kashi, Ayodhya, Mathura and Vindhyavasini Dham. In such a situation, the convenience and security of these holy places should also be thoroughly reviewed.
The Chief Minister said that the number of registry offices should be increased in Gautam Budh Nagar and Bundelkhand Industrial Development Authority (BIDA). The process of development of BIDA is expected to be expedited. Continuous review of progress is also required. He said that due to continuous efforts, today the CD ratio of the state has become 60 percent. All districts should do the same. In every district, the local officials should interact with the banks and provide benefits to the people. The CD ratio of each district should be at least equal to the state average.
The Chief Minister said that the One District One Product scheme has given a big boost to local crafts / enterprises. Its updated status should be reviewed district-wise. Assess the demand for ODOP products and ensure supply accordingly. All the districts will have to make efforts to increase exports. Step up the process of distributing tablets / smartphones to the youth under the Swami Vivekananda Youth Empowerment Scheme. Tablets / Smartphones
Information should be available about the welfare schemes / programmes of the Government.
The Chief Minister said that under the guidance of Prime Minister Narendra Modi, we are getting all possible help from the Central Government for the overall development of the state. Get the remaining funds by coordinating with the center. Departmental Ministers and Departmental Officers to interact with the Ministers / Officials of Government of India. Do not interrupt the project in the absence of a focal point. The work should be continued as per the rules. Ensure that all departments send 100% utilization certificates on time.
The Chief Minister said that efforts have to be made at every level for self-reliant Nagar Panchayats and self-reliant Zila Panchayats. Encourage panchayats to increase income. Maintenance of hostels in ashram system schools is necessary.
The Chief Minister said that farmers will need fertilizers in the coming days. The Department of Agriculture and Cooperation should work together to ensure that there is adequate availability of fertilizer and it is easily available to all farmers. Ensure that there is no black marketing of fertilizers. Many schemes of departments like rural development, infrastructure and industrial development, social welfare, urban development, basic education, irrigation, housing and urban planning, revenue are going to directly affect the general public. They need budgetary allocations and expenditure accelerations. He said that the quality of the equipment being installed in the medical college should be as per the standard. Accountability of the concerned should be fixed on the supply of poor quality / sub-standard equipment.
The Finance Minister, Shri Suresh Kumar Khanna, the Chief Secretary, Shri Manoj Kumar Singh and other senior officials were present on the occasion.
