CM Yogi: In a state-level meeting convened at his official residence here today, CM Yogi gave necessary guidelines to the officials of the government and administration regarding important topics such as smooth conduct of upcoming festivals and festivals, cleanliness and better law and order through video conferencing. The meeting was attended by all district magistrates, divisional commissioners, superintendent of police and other senior police officials. In the meeting, the Chief Minister took information from all the Additional Chief Secretaries / Principal Secretaries about their departmental preparations in view of the festivals.
The Chief Minister said that it was the result of better law and order, continuous dialogue and cooperation from all sections that in recent years all the festivals in the state are being held in a peaceful and harmonious atmosphere. Be it Raksha Bandhan, Shri Krishna Janmashtami, Durga Puja, Dussehra and Shravani Mela or Eid, Bakrid, Barawafat, Muharram etc. This cycle of better teamwork and public cooperation should be continued.
“In the coming days, there will be special festivals like Dhanteras, Ayodhya Deepotsav, Diwali, Govardhan Puja, Bhai-Dooj, Devotthan Ekadashi, Varanasi Dev Deepawali and Chhath Mahaparva. Apart from this, Panchkosi, 14 Kosi Parikrama, Kartik Purnima Snan etc. fairs are also organized in Ayodhya during this period. This is a sensitive time for peace, security and good governance. Learn from past experiences. During this time of festivals and festivals, the entire team UP including the police and administration will have to be on alert 24×7.
The Chief Minister said that all necessary arrangements should be made keeping in view the local needs so that all the festivals are celebrated in peace and harmony. This is a time of joy and rejoicing, in which mischief cannot be accepted. It would be appropriate to respond to the anarchic elements / miscreants in their own language. Be more active on social media. Every district should have a team that monitors social media. Strict action should be taken against those who spread rumours and fake news by creating fake accounts here.
The Chief Minister said that there is also a tradition of installing idols of Mata Lakshmi and Kali on the occasion of Diwali. Communicate with the institutions / committees installing the statue. Adequate police force should be deployed in sensitive areas. Before Deepavali, create a dialogue-coordination with Dharmacharyas and Peace Committee of different communities. On the occasion of Dhanteras / Diwali, every income group family buys something. There will be more volatility in the markets. Meanwhile, all district magistrates and district police chiefs should ensure that complaints of harassment of traders do not come from anywhere. Take their help in making arrangements and give them the required support.
The Chief Minister said that for Diwali, it should be ensured that the shops / godowns of firecrackers are away from the population. Adequate arrangements for fire tenders should be made where firecrackers are bought and sold. The police were also active. Firecracker shops are open. These licences / NOCs should be issued in time. Strict action should be taken against illegal hoardings. All the beneficiaries of the Ujjwala scheme should get free cooking gas cylinders before Diwali. There should not be any delay in it. Coordinate with gas agencies.
“Festivals are occasions of joy and happiness. Everyone is happy and excited. Mischievous elements may try to unnecessarily provoke people of other sects, keep an eye on such cases. Prepare a traffic plan according to the needs of each city. Ensure that people coming to the market do not get stuck in traffic jams. Additional police forces have been deployed in sensitive areas. The Chief Minister said that a small incident can turn into a big controversy due to negligence. In this case, you need to be extra careful. Senior officers should take lead in sensitive cases.
The Chief Minister said that the grand celebration of Ayodhya Deepotsav is scheduled to be held on 30th October this year. This is the first Deepotsav after the consecration of the life of Lord Shri Ram Lalla in the grand, divine, Navya Shri Ram Janmabhoomi temple. Naturally, the presence of devotees in the Deepotsav festival will be relatively higher this time. Similarly, Dev-Diwali will be celebrated in Varanasi on 15th November. In such a situation, the arrangements for safety-security and crowd management in both important events should be better. All the necessary preparations in accordance with the dignity of Deepotsav and Dev Deepawali should be completed on time.
The Chief Minister said that the Chhath festival should be celebrated as a standard festival of ‘cleanliness and safety’. Special efforts should be made by the Urban Development and Panchayati Raj Department so that there is an atmosphere of cleanliness in the entire state during the puja / rituals on Chhath Mahaparv. With due respect to the faith of the people, it should be ensured that the rivers / water bodies are not polluted. River / reservoir ghats should be cleaned and traffic management should also be done. On this occasion of gaiety and enthusiasm, it should be ensured that there is 24 hours uninterrupted power supply in the entire state from the coming 28th October to 15th November. Necessary preparations should be made by the Power Corporation in this regard.
The Chief Minister said that emergency health and trauma services should continue uninterrupted. Be it a village or a city, there should be easy availability of doctors everywhere. Adulteration is playing with the life of common people. In view of festivals, the process of testing food items should be intensified, but there should be no attempt to harass in the name of testing. In this joyous atmosphere of festivals and festivals, it is natural to increase the movement of people. Many are returning home. In such a situation, the number of buses on rural routes should be increased by the Transport Department. Bad buses should not be allowed to ply on the roads.
The Chief Minister said that senior officers posted at the police station, circle, district, range, zone, divisional level should interact with the eminent people of the society in their respective areas. Take the cooperation of the media so that an atmosphere of peace and harmony is maintained. In view of the sensitivity of the districts sharing the border with the nation of Nepal, efforts should be made to further improve the intelligence here.
The Chief Minister said that a nodal officer should be nominated in all the departments for timely and satisfactory resolution of grievances, applications received from IGRS, Sampoorna Samadhan Diwas and CM Helpline or from the level of Prime Minister, Chief Minister, Ministers. It should be reviewed every day. The complainant should be spoken to, his feedback should be taken compulsorily. Similarly, nodal officers should be nominated at the departmental level in the districts. In some cases, the solution of the problem should be verified by conducting field visits by random method.
