While addressing the program, the Defense Minister said that today the birth centenary of former Prime Minister Bharat Ratna respected Atal Bihari Vajpayee is being celebrated across the country. Prime Minister Shri Narendra Modi had decided in the year 2014 to celebrate Atal ji’s birthday as ‘Good Governance Day’ every year. Since then, every year his birthday is celebrated as Good Governance Day. Today is also the birth anniversary of revered Pt. Madan Mohan Malviya ji.He has played a significant role in the country’s independence and in establishing educational institutions like Banaras Hindu University. His concept of establishing a university can give an idea of what kind of India he wanted to see.
Defence Minister said that good governance means that a positive feeling arises in every person due to good governance. A person should feel free from fear. His minimum requirements of life should be fulfilled and he should be able to do whatever he wants to do.They should get an opportunity to do that. This is good governance. The governance provided to the country by respected Atal ji is appreciated not only in the country but also in other countries of the world. At that time, for the first time in independent India, the country’s growth rate reached 8.4 percent.Atal Ji showed how the goal of good governance can be achieved. That is why the Prime Minister decided to celebrate his birthday as Good Governance Day.
Defence Minister said that the current Ambassador of the world’s most powerful country, America, to India, Mr. Eric Garcetti, said in a recent programme that ‘If you want to see the future come to India, if you want to feel the future come to India, if you want to work on the future come to India’This has been possible due to good governance. Every person should feel happy and content. He should be able to work in a fear-free environment. The Defence Minister said that we are people who follow a philosophical concept. We got that philosophical concept through Pandit Deendayal Upadhyaya. He said that every human being is made up of body, mind, intellect and soul. On fulfillment of these four needs, a human being attains happiness, joy and bliss. Money is required to fulfill the needs of the body. To attain happiness, it is necessary to fulfill the needs of the mind.Knowledge is required to attain mental happiness. As a person grows spiritually, his experience of happiness and joy increases. That is why Atal ji had said that ‘No one can become great with a small mind, no one can stand with a broken mind’.Fulfilling the needs of the body, mind, intellect and soul is good governance. A person should have the freedom to practice his religious practices for his own peace.
In Uttar Pradesh, under the leadership of the Chief Minister, an environment has been created to enable everyone to perform their religious activities without any hindrance. The Defence Minister said that the Prime Minister has provided free ration to 80 crore people of the country to fulfil their minimum requirements.Many employment opportunities are being provided to people on the basis of their qualification and ability. In the last 8 years, 25 crore people in the country have come out of poverty line. If the minimum and financial needs of the people are not fulfilled, then how was all this possible. This is called good governance. We are moving towards 100% saturation. The Defence Minister said that honour and respect are essential for mental happiness. No one should insult anyone. No one should spread terror. Every person should feel free from fear. If the society is free from fear, then every person will attain happiness and joy. Law and order is a state subject.
The Chief Minister is discharging this responsibility very well. The government is committed to providing education to everyone. Many innovations are being done in the direction of education. The number of AIIMS, universities and other educational institutions established in the country before the year 2014 has increased two to two and a half times at present.All these efforts were made so that people could get good education and knowledge. In view of this, the government has made many reforms in the National Education Policy. The Defense Minister said that for the happiness of the soul, God or bliss is required. If for a while we assume that the soul is a circle.As you expand this circle, the magnitude of happiness and joy will increase in the same proportion. A moment will come when you will attain bliss. If we put it in mathematical language,So the circumference of mind is directly proportional to the magnitude of happiness and joy. Bliss has no magnitude, it is infinite and limitless. The government which fulfills these four requirements is the government walking on the path of good governance.When a mother picks up a crying innocent child from the ground and hugs him to her chest, the happiness that the mind feels at that time is the happiness of the soul.
The Defence Minister said that Atal Ji had initiated the Golden Quadrilateral and North, South, East and West Corridor scheme in the country in 1999. Atal Ji’s resolve for road connectivity was not limited to connecting only big cities,In fact, he also resolved to connect the villages of the country with good quality paved roads and to a large extent he also fulfilled it. Today our government is moving towards 100 percent saturation. The Defense Minister said that Atal ji also brought about major changes in the telecom sector.He worked to bring about the mobile revolution in the country. As a result of the mobile revolution, the country has come forward on the ladder of development. Antyodaya Yojana is the gift of Atal ji. In the last 10 years, no person in the country or the world has pointed a finger at the government in the matter of corruption. This is good governance. Our government is dedicated to the poor. For the first time in the history of independent India, this resolution was taken by Prime Minister Shri Narendra Modi after taking oath. The biggest objective of the government is to end bad governance and achieve good governance.
The Defence Minister said that more than 1,500 useless laws have been abolished by the present government. The government has also taken many steps for ease of living. Earlier, a gazetted officer was required for document verification.The government implemented the system of self-certification. Earlier the country used to be at 140th place in ease of doing business, today it is at 50th place. By the end of 05 years, India will come to 15th place in ease of doing business. Earlier, out of 100 rupees sent by the government, only 14 rupees used to reach the needy.86 paise were lost to corruption.This challenge was accepted for the first time by Prime Minister Shri Narendra Modi. Now, through the Direct Benefit Transfer System, the entire amount will be transferred to the accounts of the needy. The Defense Minister said that Yogi Adityanath Ji is a dynamic and doer Chief Minister of Uttar Pradesh.Under the leadership of the Chief Minister, 4 crore people of the state have come out of poverty line. The state government has secured the first position in the country in terms of providing houses to the poor. Congratulating the Chief Minister, he said that more than 70 percent of the houses in the state have been registered in the name of women.In the previous governments, it used to take about 300 days to build a house but now the house is being built in 100-110 days. Under the Ayushman Bharat Yojana, the poor are being given free treatment up to Rs 5 lakh.

The Chief Minister said that the Secretariat Administration and Higher Education Department should compile good articles and publish souvenirs and magazines at the state level. These magazines should be made available in various libraries so that other people can also benefit from them.A speech competition was organized at the graduate and postgraduate level. Three children from each district of the state were awarded today. Atal ji was a good poet. His poems are very famous. A poetry recitation related to him was also organized. Youth and every section of the society took great interest in it.
The Chief Minister said that he had inaugurated the Atal Ji Birth Centenary Festival program through an exhibition based on Atal Ji’s life in Lucknow on 19 December 2024. On this occasion, many programs were organized at different places yesterday. This is a means of expressing gratitude towards great men, so that we can inspire the coming generations to follow in their footsteps. Expressing happiness, the Chief Minister said that various departments of the government had become partners in organizing the Good Governance Week.More than 02 lakh 59 thousand public grievances were resolved through this in the state. Uttar Pradesh has got the first place in the country in this matter. 16,223 workshops were also organized on this occasion at the divisional, headquarters and tehsil level.On the occasion of Good Governance Week, more than 09 lakh 06 thousand 800 service delivery applications were resolved. These include 105 best practices related to good governance, 105 success stories of redressal of public grievances, 423 tweets on social media, 119 Press Information Bureau statementsAnd 36 vision documents of District/100 were uploaded. All these are related to ease of doing business, Mission Karmayogi, artificial intelligence and machine learning in good governance, cyber security, importance of right to information, providing services to citizens in a timely mannerThe utility of the Public Interest Guarantee Act promulgated to know, Government e Market Place (GeM Portal) and human resource management for transparency in government procurement
The Chief Minister said that all of you have heard the poetry recitation of Ms. Sneha Tiwari here. She has secured first place in the poetry recitation competition in Lucknow district. She is a student of Maharaja Bijli Pasi Government Post Graduate College, Lucknow.Ms. Shambhavi Shukla, a student of Navyug Kanya Degree College, got second place in the poetry recitation competition and Ms. Vidushi Mishra, a student of Khun-Khunji Women’s Postgraduate College, got third place. Mr. Mohammad Feroz got first place in the speech competition,National PG College student Ms. Mrinal Dixit got second place and Netaji Subhash Chandra Bose Government Women College student Ms. Mahi Bajpai got third place. The Chief Minister said that a sense of security is essential for good governance. A sense of security is not possible without public participation. We have to generate a sense of security from within our home. If a person is safe at home,Then the feeling of community security will be seen moving forward spontaneously. For this, the government and administration will have to be strengthened. Taking inspiration from respected Atal ji and the Prime Minister, the state government has taken steps to control crime,A zero tolerance policy has been adopted towards criminals, corruption and corrupt people. These two issues strengthen the foundation of good governance. The government is continuously working in this direction. Atal ji had worked very strongly on these issues during his tenure.
The Chief Minister said that Atal Ji has expressed through poetry that ‘a man should struggle, fight with circumstances, if one dream breaks, he should create another’. He had said that ‘Lord Vaman had conquered the earth by keeping one foot, it is the earth that sustains us, No one should become a burden on him, no one should be burdened with false pride’. These lines of Atal Ji inspire every Indian. The foundation that Atal Ji had laid is being used to build a new India under the leadership of Prime Minister.The country will become the India of fulfillment of the aspirations of 140 crore countrymen in the year 2047. On this occasion, a short film based on the life of revered Atal Bihari Vajpayee ji was screened.
