Delhi government to declare rabies a notifiable disease, ensuring early detection, timely treatment, and zero deaths in humans.
Delhi Health Minister Dr. Pankaj Kumar Singh has emphasized that not a single death from rabies is acceptable. The disease is completely preventable if timely treatment is provided.
In a significant move to strengthen the public health system, the Delhi government is set to take a major policy decision by declaring rabies in humans a notifiable disease under the Epidemic Diseases Act. This step will ensure faster surveillance, reporting, and timely medical intervention for this deadly yet preventable disease in the national capital.
Legal Framework and Notification
Once the notification is implemented, all suspected, probable, and confirmed cases of rabies must be reported to the Delhi Health Department. This requirement will extend to government hospitals, private clinics, and medical colleges. Individual practitioners will also be legally bound to report cases. Experts highlight that rabies is extremely dangerous once symptoms appear, making early detection critical to saving lives.

Zero Death Goal
Dr. Pankaj Kumar Singh clarified that not a single death from rabies will be acceptable. He stated, “Rabies is fully preventable with timely treatment. Declaring it a notifiable disease will strengthen surveillance, ensure early detection, and facilitate prompt access to treatment for patients.” The health minister also confirmed that the notification will be effective immediately upon issuance and will remain in force until further orders.
Availability of Treatment Across Delhi
To ensure treatment accessibility, anti-rabies vaccines are being supplied to 59 health facilities across all 11 districts of Delhi. Additionally, anti-rabies immunoglobulin (rabies serum) is available at 33 designated hospitals and health facilities. The government considers this infrastructure the cornerstone of rabies prevention in the city.
Preventing Transmission from Dogs to Humans
The Delhi government, in collaboration with local bodies, the Animal Husbandry Department, and other relevant agencies, is finalizing a state action plan to eliminate rabies. The focus of the plan is to prevent rabies transmission from dogs to humans and achieve zero fatalities. The government is also strengthening vaccination networks for dogs and other animals to ensure comprehensive prevention.
