Delhi Chief Minister Rekha Gupta on Wednesday strongly condemned the alleged racial abuse and threats faced by three women from the Northeast in south Delhi’s Malviya Nagar. She emphasized that Delhi is a city for everyone, and such behaviour will not be tolerated under any circumstances.
Incident Overview
The incident reportedly occurred last Friday around 3:30 PM when three women, aged between 19 and 23, were having electrical installation work done at their rented apartment in Malviya Nagar. During the work, dust reportedly fell into the flat below, where the couple Ruby Jain (35) and her husband Harsh Singh reside.
A verbal altercation ensued, during which the couple allegedly used racial slurs and derogatory terms targeting the women’s ethnicity. Reportedly, terms such as “massage parlour” and “dhande wali” were hurled at the women, causing mental harassment and humiliation.
Following the incident, the women filed a formal complaint with the police, stating that the abuse insulted their modesty and dignity. No physical injuries were reported, but the psychological impact was significant.
Legal Action Taken
Delhi Police arrested Ruby Jain and Harsh Singh in connection with the case. Provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, commonly known as the SC/ST Act, have been invoked.
Deputy Commissioner of Police (South), Ankit Chauhan, confirmed:
“We have invoked the SC/ST Act provisions, and as mandated by law, the investigation is being conducted by an assistant commissioner of police-rank officer.”

CM Rekha Gupta’s Statement
In a video message shared on X, CM Rekha Gupta stated:
“Delhi belongs to everyone. Here, the dignity, respect, and safety of every citizen is paramount. I will meet with the victims personally. The police are taking legal action with full responsibility, and we will ensure that the strictest possible action is taken against the culprits.”
She added: “Harassing, discriminating against, or humiliating any daughter will not be tolerated at any cost. We are all one, and the safety of every daughter is our utmost responsibility.”

Two of the women are from Arunachal Pradesh, while the third is from Manipur. The women reportedly faced targeted racial abuse because of their northeastern ethnicity, highlighting ongoing challenges regarding discrimination and safety for citizens from this region in metropolitan areas.
