Three legislation have been set aside for President Droupadi Murmu’s consideration by Banwarilal Purohit. In line with Article 200 of the Indian Constitution, the Governor has set aside three Bills for the President’s consideration. The Punjab University Laws (Amendment) Bill, 2023; Sikh Gurdwaras (Amendment) Bill, 2023; and Punjab Police (Amendment) Bill, 2023 are the three legislation that the governor has reserved.

Four measures, including one that he himself recently passed, were approved by the Bhagwant Mann government during the June 19–20 extraordinary session of the Punjab Assembly. Three bills—the Punjab University Laws (Amendment) Bill, the Sikh Gurdwara (Amendment) Bill, and the Punjab Police (Amendment) Bill—were simultaneously set aside for the President’s signature.

The Punjab Assembly passed laws, and the Bhagwant Mann government had petitioned the Supreme Court to hold Governor Banwarilal Purohit accountable for the delay. Following this, the Supreme Court ruled on November 9 that state governors ought to intervene before the case reaches the highest court.

India’s Chief Justice, D.Y. Chandrachud stated, “This should end, the governor takes action only when the matters reach the Supreme Court,” in response to a plea from the Punjab government accusing Governor Banwarilal Purohit of being slow to ratify the measures that the Assembly had enacted. The Punjab administration had asked the governor to sign off on all outstanding measures that the parliament had passed.
