Haryana becomes the first state in India to implement paperless property registration. Digital deeds, auto-mutation from Nov 25, and online verification ensure transparency and convenience for citizens.
Haryana marks a historic milestone this Haryana Day as it becomes the first state in India to implement a completely paperless property registration system. From today, this system will be operational across 22 districts and 143 tehsils, with plans to begin auto-mutation processes from November 25.
The traditional property registration process, which has been in place for 58 years, will now undergo a complete digital transformation. Citizens will no longer need to visit multiple offices for registration, as payments, verification, and approvals will all be handled seamlessly through a unified online portal.
Haryana is now the first state in the country to introduce digital deed registration, ensuring that all property registrations are legally valid via digital signatures. This move significantly reduces risks of fraud, document loss, and manual errors, while ensuring transparency in government procedures. According to Dr. Sumita Mishra, Financial Commissioner (Revenue) of Haryana, all manual fee collections have been completely abolished, and all transactions will be processed through an e-governance payment gateway, eliminating any scope of misuse.

Once a property is registered, the owner’s details will be automatically updated in government records, without requiring any physical visits to offices. To further enhance accountability, a QR-based feedback system has been implemented across all tehsils, allowing citizens to rate services instantly and report any discrepancies.
Transition to Digital Stamps and Deeds
Stamps purchased before November 3 will remain valid until November 15 under the new digital system. Witnesses can also be digitally updated if necessary. Manual drafting by deed writers has been strictly prohibited, and only online deeds generated through the official portal will have legal validity. These digital deeds will be automatically verified against land records and digitally signed by authorized officials. Additionally, all property-related applications will now be accepted exclusively through the online portal, as offline submissions have been completely discontinued.
This digital transformation in Haryana’s property registration system marks a major step toward e-governance, transparency, and convenience for citizens, making Haryana a model state for digital property management in India.
