Haryana Cabinet met under the Chairmanship of the Chief Minister, Sh. Nayab Singh, accorded approval for the amendment to the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Rules, 1965 – Implementation of Haryana Bio-Energy Policy, 2018.
The existing provision in Item 5 at the end of Schedule-IV of the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Rules, 1965 exempts renewable energy projects from the payment of scrutiny fees and conversion charges for granting Change of Land Use (CLU) permissions.
This provision, stating “No conversion charges and scrutiny fee shall be charged for renewable energy power projects in the State of Haryana” shall be substituted with, “No conversion charges and scrutiny fee shall be charged for renewable energy projects such as solar, hydroelectric, biogas, biomass power, biomass cogeneration, green hydrogen, bio-diesel, pelletization, etc., registered with the Department of New and Renewable Energy in the state of Haryana.”
This will ensure that the Haryana Bio-Energy Policy notified on March 9, 2018, by the Department of New & Renewable Energy (DNRE) to incentivize projects such as Solar, Hydro, Biogas, Biomass Power, Biomass Cogeneration, Green Hydrogen, Bio-Diesel, Pelletisation, etc. This policy aimed to exempt these projects from obtaining CLU permissions, scrutiny fees, EDC charges, etc, is implemented in real spirit.
