Haryana has made significant strides in strengthening its judicial system with the effective implementation of three new criminal laws, resulting in a commendable conviction rate of 82.6%. These reforms have made the justice system more robust, transparent, and efficient, ensuring quicker and easier access to justice for the people of the state.
Chief Minister Naib Singh Saini expressed these views during the event held at KDB Mela Ground, coinciding with the visit of Union Home Minister Amit Shah. The exhibition showcasing the new criminal laws was inaugurated from Kurukshetra, the birthplace of the Bhagavad Gita, a text that continues to guide humanity.
Historic Legal Reforms Under Central Leadership
CM Saini highlighted the landmark decisions taken under the leadership of Union Home Minister Amit Shah, which have corrected historical oversights and strengthened India’s unity and governance. He referenced the abrogation of Article 370 and Section 35A, unifying Kashmir with the rest of India, and the Citizenship Amendment Act, which granted citizenship to thousands who were living as refugees in their own country. The construction of the grand Ram Temple in Ayodhya was also mentioned as a milestone achievement.
The replacement of three outdated colonial-era criminal laws with modern legislation marks a historic and transformative step toward a stronger and more effective justice system in India.
Haryana Leading in Law & Order and Judicial Reforms
According to the Chief Minister, Haryana is not only a frontrunner in maintaining law and order but has also become a national leader in judicial reforms. The state police have been extensively trained to implement the new criminal laws effectively. Investigating officers are now fully capable of applying these laws in practice, ensuring swift and fair justice.
Integration of Technology Enhances Law Enforcement
Haryana has adopted cutting-edge technology to support the implementation of these laws. The successful rollout of e-Evidence and e-Summons apps has streamlined legal processes. Furthermore, a total of 2,145 video conferencing rooms have been installed across police stations, forensic laboratories, courtrooms, prisons, and banks to facilitate digital hearings and evidence presentation.
Between January 1, 2025, and August 31, 2025, forensic examinations at crime scenes were recorded electronically via the e-Evidence app in 96.71% of cases, underscoring Haryana’s commitment to modernizing its criminal justice system. The Forensic Science Laboratories (FSLs) have also been upgraded with an investment of ₹19.54 crore to enhance evidence analysis and reporting.
Dr. Sumita Mishra, Additional Chief Secretary of the Home Department, provided detailed insights into the successful implementation of the new criminal laws during the event.

The event was attended by several dignitaries including Energy Minister Anil Vij, Development and Panchayat Minister Krishna Lal Panwar, Education Minister Mahipal Dhanda, Cooperation Minister Dr. Arvind Sharma, Agriculture and Farmers Welfare Minister Shyam Singh Rana, Public Works Minister Ranbir Gangwa, Service Minister Krishna Bedi, Health Minister Aarti Rao, Sports State Minister Gaurav Gautam, along with Members of Parliament Naveen Jindal and Kartikeya Sharma.
