Speaking on Saturday at the “Ideas of India” Summit, Dr. Arvind Panagariya stated that underemployment, not unemployment, is India’s problem. The chairperson of the 16th Finance Commission stated, “If you look at serious surveys like labor force surveys, employment rates are not very high,” during the third “Ideas of India Summit” event hosted by the ABP Network. Rural areas have even lower rates overall, averaging between three and four percent. Underemployment, not unemployment, is the real issue we face. Our productivity is low, and tasks that should only require one person are frequently completed by two or three. Our nation has a sizable labor force and plenty of labor, but not enough capital.

He pointed out that one additional problem facing the Indian economy is the absence of suitable labor regulations in the nation. He stated that although labor legislation have been passed, proper implementation is still pending. He declared, “Labor laws have still not been reformed and implemented.”

He clarified that enacting rules in democracies takes time, and they must be applied uniformly throughout the nation at the same time. As a result, he claimed, the revised labor regulations have not yet been fully implemented.
