Minister Baljit Kaur : In a groundbreaking initiative to ensure accessible and inclusive justice, Punjab is set to become the first state in India to officially empanel Sign Language Interpreters, Translators, and Special Educators under the Juvenile Justice Act, 2015. The announcement was made by Dr. Baljit Kaur, Punjab’s Minister for Social Security, Women and Child Development.
Minister Baljit Kaur highlighted that this step, taken under the leadership of Chief Minister Bhagwant Singh Mann, aims to empower children with special needs by removing communication barriers in legal, educational, and everyday environments.
She stated that the empanelment of these professionals under the Juvenile Justice Act and the Protection of Children from Sexual Offences (POCSO) Act, 2012 will significantly improve communication support, ensuring better access to justice and the protection of children’s rights. These experts will assist during court proceedings, helping to ensure fair and transparent outcomes.
Minister Baljit Kaur affirmed the state’s commitment to building an inclusive environment where every child is heard, understood, and treated with dignity. She noted that this initiative is a reflection of Punjab’s dedication to child rights and welfare.
Minister Baljit Kaur also shared that these professionals will be appointed on a district-wise basis and will be compensated according to the legal provisions. The government will ensure timely and ongoing support wherever required.
Notably, Punjab has already set an example by broadcasting Punjab Vidhan Sabha sessions in sign language—a step that has improved accessibility for specially-abled individuals, especially those who are speech or hearing impaired. The empanelment of interpreters and educators is yet another strong step by the state towards inclusive governance and equal participation in social justice.
