Punjab launches Mission Clean Punjab, ordering ministers and officers to conduct daily field inspections to improve urban sanitation and city rankings.
The Punjab GovernmHarjot Singh Bainsent has launched a large-scale cleanliness drive titled “Mission Clean Punjab”, aiming to improve urban sanitation across the state through strict monitoring, daily inspections, and performance-based city rankings.
The initiative, announced by Punjab Local Government Minister Harjot Singh Bains, mandates that ministers and senior officials spend at least one hour every morning on ground-level sanitation monitoring.
Daily field inspections made mandatory for officials
Under the new campaign, Municipal Commissioners, Joint Commissioners, Additional Deputy Commissioners (ADCs), and Executive Officers (EOs) will be required to conduct regular field inspections in their respective jurisdictions.

The government has also established a dedicated war room at the department headquarters to supervise implementation and ensure real-time monitoring of cleanliness operations.
Cities to be ranked weekly on cleanliness performance
A key feature of “Mission Clean Punjab” is a weekly ranking system for cities based on sanitation performance. Officials stated that this competitive framework is designed to encourage better waste management, improved hygiene standards, and faster response to civic issues.
Surprise checks and live monitoring system introduced
During a recent review meeting conducted via video conference, Minister Harjot Singh Bains checked the attendance of municipal officials and even asked some officers to share live location updates while performing inspections.
He also confirmed that he will personally verify officer presence daily between 7 a.m. and 8 a.m. through video conferencing, alongside surprise inspections by senior department officials.
Ludhiana pilot model for sanitation management
As part of the implementation strategy, Ludhiana has been divided into 10-kilometre stretches, with each zone assigned a nodal officer responsible for maintaining cleanliness.
Municipal Commissioner Dr. Neeru Katyal Gupta stated that officers will be directly accountable for addressing issues such as roadside waste, sewer blockages, and maintenance of vacant plots.
An overall coordinator has also been appointed to ensure smooth execution of the initiative across the city, while zonal commissioners will oversee ground-level enforcement.
Objective: cleaner and more accountable urban governance
The government aims to make sanitation management more transparent, accountable, and result-oriented through this initiative. Officials believe that regular monitoring and strict field presence will significantly improve urban cleanliness standards in Punjab.
