PM Modi called for a stronger Global South role at the BRICS Summit and proposed a BRICS Reform Roadmap for more inclusive global governance.

Prime Minister Narendra Modi has called for a stronger role for the Global South in shaping global decisions, saying developing nations should move from being passive participants to becoming active rule-shapers. Addressing world leaders at the BRICS Summit in New Delhi, PM Modi proposed preparing a BRICS Reform Roadmap to strengthen global governance.

The Prime Minister said the Global South continues to have a presence in major international institutions but does not have a proportionate role in decision-making. He called for a more inclusive global system in which every country has a meaningful voice and stake.

PM Modi Proposes Ten-Point Reform Framework

As part of the initiative, PM Modi proposed drafting 10 recommendations for reforms in global governance. These proposals, he said, could form the basis of a BRICS Reform Roadmap aimed at making international institutions more representative, responsive and effective.

The proposed framework would focus on three key areas—representation, responsiveness and rule-making. According to the Prime Minister, these principles are essential for creating a global system that reflects present-day economic and geopolitical realities.

‘UN Security Council Reforms Can No Longer Be Delayed’

PM Modi strongly raised the issue of reforming the United Nations Security Council. He said discussions on UNSC reforms should move towards a clear timeline and measurable outcomes.

He argued that representation in global institutions must reflect the changing balance of the world economy and the growing contribution of developing nations.

The Prime Minister also linked the issue of global representation to international financial institutions. He said voting rights, leadership positions and policy priorities in these institutions should be aligned with contemporary economic realities.

India’s BRICS Chairmanship Focused on People and Humanity

Highlighting India’s approach to its BRICS chairmanship, PM Modi said the grouping is being guided by a people-centric and humanity-first vision.

He identified resilience, innovation, cooperation and sustainability as important priorities for BRICS. The Prime Minister also noted that the grouping has developed a distinct identity on the global stage over the past two decades.

According to him, the completion of 20 years marks the beginning of a new phase in which BRICS members must take on greater maturity and responsibility.

BRICS Reform Roadmap to Focus on Global Cooperation

PM Modi said the proposed BRICS Reform Roadmap should help translate the unity within the grouping into concrete outcomes on the international stage.

He stressed that BRICS countries respect each other’s viewpoints and seek to advance through consensus. The grouping, he said, is not directed against any country but is committed to an approach that seeks to take everyone along.

The Prime Minister called for greater cooperation among member states to ensure that consensus within BRICS leads to practical initiatives and meaningful global action.

A New Agenda for the Next 20 Years

Looking ahead, PM Modi said BRICS must prepare itself for a new and ambitious agenda over the next two decades. He emphasised that the bloc should use its growing influence to promote cooperation and address emerging global challenges.

The BRICS Reform Roadmap is being presented as part of this broader effort to improve global governance and ensure greater participation for countries of the Global South.

Global South Should Have a Greater Voice

PM Modi’s remarks placed the role of the Global South at the centre of the BRICS agenda. He argued that countries from the developing world should have a stronger say in institutions that shape international policies and decisions.

The Prime Minister said the existing global system should evolve from a structure marked by unequal privileges into a platform based on partnership, shared responsibility and meaningful participation.

With the proposed BRICS Reform Roadmap, India has called for reforms that can make global institutions more representative while giving emerging economies a greater role in shaping the international order.
