Punjab News : Chairman of Punjab State Child Rights Commission Issues Orders for Strict Action Against the Accused in Taliban-Style Punishment Case to Police Commissioner and Deputy Commissioner of Ludhiana
Punjab News : Kanwardeep Singh, Chairman of the Punjab State Child Rights Protection Commission, has taken suo-motu cognizance of the Taliban-style punishment incident in Ludhiana.
According to reports from electronic media, a clothing factory owner in Ludhiana publicly humiliated a mother and her three daughters by forcing them to parade with blackened faces and a sign stating “I am a thief” as punishment for alleged theft. This incident constitutes a grave violation of children’s rights.
Considering the seriousness of the matter, the Chairman has instructed the Police Commissioner of Ludhiana to promptly register a case under Sections 75 and 79 of the Juvenile Justice (Care and Protection of Children) Act, 2015, along with applicable provisions of the Child Labour (Prohibition and Regulation) Act, 1986, and the Indian Penal Code, 2023. The Chairman has called for strict action against the accused and directed the Police Commissioner to submit a detailed report on the actions taken by January 23, 2025.
The Chairman has also directed the Police Commissioner to take strict action against those sharing photographs of the children, as per Section 74 of the Juvenile Justice (Care and Protection of Children) Act, 2015.
Additionally, the Chairman has instructed the Deputy Commissioner of Ludhiana to initiate appropriate proceedings under the Child Labour (Prohibition and Regulation) Act, 1986, against the factory owner and other individuals involved. The Deputy Commissioner has been asked to report back to the Commission on the actions taken within seven days.
