Punjab introduces prison reform model with clinics, libraries, and inmate classification, starting pilot project at Patiala Jail for rehabilitation.
The Punjab government under Chief Minister Bhagwant Mann has introduced a comprehensive prison reform model aimed at improving inmate welfare, strengthening rehabilitation, and modernising jail administration across the state.
The initiative marks a significant shift in prison management, with a strong focus on healthcare, education, and structured reforms within correctional facilities.
Patiala Jail Becomes Pilot Site for Reform Project
Jail Minister Ravjot Singh announced that the pilot project has been launched at Patiala Central Jail, where an “Aam Aadmi Clinic” and a library have already been established inside the premises. These facilities aim to provide basic healthcare services and educational resources to inmates.
The government has also confirmed that similar libraries and welfare facilities will soon be expanded to other prisons across Punjab.

New Classification System for Undertrial Prisoners
A key feature of the reform model is the introduction of a new classification system for undertrial inmates. Prisoners will now be categorised into “major” and “minor” offence groups.
According to officials, this segregation is designed to prevent first-time or minor offenders from being influenced by hardened criminals, while also ensuring better monitoring and rehabilitation support.
Focus on Rehabilitation Over Punishment
Ravjot Singh stated that the government’s objective is to transform prisons into centres of reform rather than only places of punishment. He highlighted that the long-pending prison reform legislation was recently passed with the support of the Chief Minister.
The minister said the initiative reflects a broader vision of turning correctional institutions into spaces that support reintegration into society.
Strict Monitoring and Accountability Inside Jails
Issuing a strong warning, the Jail Minister emphasized that any complaint arising from prison premises will be addressed without delay. He also said that strict action will be taken against anyone violating rules, including jail officials, to ensure transparency and discipline within the system.
Step Towards Modern Prison Administration
Officials believe that the new model will significantly improve prison conditions in Punjab by combining healthcare, education, and structured reforms. The initiative is expected to play a key role in reshaping the state’s correctional framework.
