Rajasthan News : Planned urban development has an important role in achieving the goal of developed Rajasthan-2047. This gives a rapid boost to economic activities leading to continuous improvement in infrastructure as well as increased investment and employment opportunities. In pursuance of these objectives, the Union Cabinet chaired by the Chief Minister Shri Bhajan Lal Sharma has approved the new Rajasthan Township Policy, which will make Rajasthan a leader in the field of planned urban development.
The provisions of the Rajasthan Township Policy-2024 pave the way for the formulation of such schemes in which the residents can get a better standard of living. In which there is also a park for morning walk and there is also arrangement for rain and waste water recycling. Green cover has been made mandatory in all schemes under the policy. In view of uniformity in housing schemes of all areas, provision has been made for 7% park-playground and 8% amenity area.
Antyodaya’s vision will be realized, the needy will get housing –
To ensure that the needy get the benefit of basic facilities like housing, this goal has also been made an important part of the policy. Under the policy, there is a provision to allocate the lands reserved for EWS-LIG in all the schemes through the local bodies. This provision will ensure availability of housing to eligible EWS-LIG persons with transparency. At the same time, a minimum of 5% of the land area has been provided for the residence of workers in industrial schemes. This will provide accommodation to the workers near the industrial units, which will save their commuting time and also increase their efficiency.
Protection of rights of consumers The policy includes accountability on the developer and provision of comfortable housing for the residents. For this, a provision has been made to retain 2.5 per cent of the plan area for a period of 5 years after the completion certificate of the plan is issued or till the time the development works are handed over to the Residents Welfare Association (RWA). Also, provision of maintenance charges has been made for maintenance of internal development works. A provision has been made to set up a state level committee for implementation, monitoring and review of the policy so that the problems faced in the development of urban plans can be resolved quickly.
Continuous development of urban areas limits the availability of land. In such a situation, it is necessary to give special emphasis on multi-storey schemes. The new township policy promotes sustainable development. With this, more houses will be built in less area and more people will be able to live. Under the policy, provision has also been made for Sub City Centre, District Centre, Community Centre for the convenience of the general public in Mixed Land Use Scheme, Group Housing Scheme, Flat Housing Scheme, Integrated Scheme (Group Residential, Flat Residential, Plotted) Commercial Land Use.
There will be convenience in transportation, sector roads can be built –
Special provisions have also been made in the policy for the construction of large sector roads. Under this, the process of land acquisition can be done with mutual consent on the lines of the Jaipur Development Authority’s Sector Commercial Policy for the construction of sector roads in all urban areas of the state and the development of commercial strip with them. At the same time, this policy also encourages the installation of solar and wind power plants. As per the policy, there is no requirement of minimum width of approach road and entry of approach road in the revenue records for setting up of these plants.
In addition, conservation of water resources has also been promoted in the policy. A provision has been made to reserve necessary minimum buffer with the help of various water sources like rivers, lakes, ponds, canals, nullahs, storm water drains for their conservation.
